The P.R.C. met on this date to review the above mentioned project, and approved this proposed project with the following conditions*: (1) Fire >I(a) \I(b) .J (c) the Fire Marshal Davis listed the following requirements: A sprinkler system will be required in this facility; Mark the curbing around the building as Fire Lanes; Coordinate the precise location of fire hydrants with Marshal and the Water & Sewer Department. P.R.C. (87-407) continued 6-3-87 page 2 ~(2) Building Official Perry listed the following requirement: (a) Ramps to provide access to this facility for handicapped persons should be located in close proximity to the parking spaces provided for those persons. IJ(3) Lavern Dube of GTE stated that telephone service to this facility should be located within 20 feet of electrical service. Coordinate that location with GTE prior to finalizing plans. (4) City Engineer Pullen made the following statements: . (a) Access to this tract as proposed is acceptable. j(b) Relocation, by entities other than the City, of the existing sanitary sewer line crossing this tract is required. (c) Utility construction drawings and Drainage reports completed to City standards must be prepared by a Professional Engineer. P.R.C. Drainage Statement is attached to this report. Compliance is required. (d) Mr. Pullen recommended that the developer check with the Texas Highway Department with respect to the proposed access to Texas Avenue. (5) Director of Public Utilities Woody, Assistant Electrical Superintendent Havens and Consulting Engineer McCord listed the following requirements: ~(a) Show the desired electrical service entrance to this facility and indicate how the developer is proposing to serve the building. (The most likely location for service will be from Longmire.) (b) If underground service is required, please submit a letter requesting that type service. An example of the letter to be submitted is enclosed with this report. (c) Furnish electric load data and voltage requirements to the Electric Department as soon as possible to facilitate ordering of the necessary transformers. (d) Furnish information including typical load data requirements, usage demands and voltage requirements from a similar facility. This information is extremely important and will facilitate provision of adequate equipment and service in a more expeditious manner than can be done without the information. (6) Design/Inspection Supervisor Riley of the Water & Sewer Department informed the committee that the water line in the southwest corner of the project falls outside the property lines of the project. Coordinate any water & sewer requirements with Mr. Riley in that department. P.R.C. (87-407) continued 6-3-87 page 3 (7) Coordinate any natural gas requirements with Lane Weatherby of Lone Star Gas Co. ~ (8) Show the approved dumpster location after coordinating "acceptable location with Assistant Director of Public Services Epps. Mr. Epps recommended use of either a roll-off or compactor system, but if neither is desired, the minimum dumpster requirement for this facility would be two 6-yard containers located on a l2'x 20'(interior measurements) pad at the same elevation as the adjacent driving surface. A compactor pad must have a minimum interior width of 12 feet rather than the 10 feet shown. ~ (9) Locate hose bibs on the construction and landscape drawings. If an irrigation system is proposed, include that in the construction documents, and indicate that information by a note on the landscape drawings. 4 (10) The intermediate islands must be a minimum size of 9'x 20', or if across a double row, 9' x 40'. Relocate those islands so there will be no more than 15 parking spaces between islands. (11) The sign as proposed is acceptable. Provide engineering specifications prior to permit. This sign can be permitted separately or at the time of building permit application. SUBMIT 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT FOR APPROVAL PRIOR TO CONTINUING WITH STEP II OF THE BUILDING PERMIT PROCESS. *Any changes to an approved site plan must be cleared through the Planning Department. /-::-:1 , \".. Box 9960 College Station, TX 77840 RE: Sewer line relocation across proposed Wal-Mart site Dear Mr. Pullen: The plan prepared by Benchmark Engineers shows the flow line of the old creek to be crossing the route of the new line which we wish to relocate to join two existing manholes in a substantially straight line. This plan showing the creek location is not now correct. We have excavated a diversion route for the creek which now does not cross the proposed new sewer. We have excavated all of the unstable material from the route of the "new sewer line" and compacted stable fill material to a depth of approximately two feet over the "new sewer" location. The plan and profile for this sewer line relocation as prepared by "Benchmark" (sheet 7 of 16 in their plans) is correct in all other respects, and I have shown on the attached sheet 7 the correct location of the ground as it is now at the "new sewer" location. If you can approve this one sheet for me, please, we will proceed to install the relocated sewer under your supervision and inspection and I personally accept full responsibility for satisfactory work. In order to permit some progress (on the sewer line only) to be made on this project, I also ask (as we agreed by telephone today) that all of Wal-Mart's plans which concern themselves with work off of the Wal-Mart site be considered as only general approximate information. I will furnish to your office the plans needed for all of the construction which is not on the Wal-Mart site. TEXAS 77840-2499 July 24, 1987 Area Progress Corporation Mr. Bill Fitch, President 2108 Southwood Drive College Station, Texas 77840 RE:Wal-Mart Sanitary Sewer Relocation and Stormsewer Piping Dear Mr. Fitch, This office has reviewed the drawings submitted by Bench Mark " Design Corporation of Houston and has returned the marked up drawings to them. The profile of the relocation of the sanitary sewer is acceptable to this office. The installation of the same must be done in accordance with the appropriate sections of the City of College Station Water and Sewer Specifications. Because of mitigating circumstances, I am stamping approved the four drawings you submitted to this office undercover letter of July 21,1987. These drawings do not meet the standards established by this office for such submittals. You must understand that my action on this matter is not to be considered a precedent event and a return to the hurry up "back of an envelope" procedures of yesteryear. Also my office has found acceptable the profile and bedding details for the three barrel, 48 II drainage pipes. This off ice does not have a draWing of the same since they have been returned to Bench Mark Design. As soon as I am provided with properly prepared adequate drawings detailing the headwall structures and the profile of. the pipes, I will approve that item of the project. Pullen, City Engineer FROM: Mark Smith, Assistant RE: Wal-Mart Plans The sizing of the pipes for storm drainage and the location of the same look okay to me, however, the details of the connection of the storm drains to the structure crossing Longmire are not here. 1 also have problems with the junction concept presented where the double 42" pipes join the triple 48" pipes.'l'he struc- ture at the outlet end ,of the triple 48's looks okay in concept, but the details are ina.dequate. I have also noticed someo-therdraiIHige related problems. Appar- ently a ditch runs along the west boundary of the Wal-Mart site. The ditch may cause an uI1stable, slope adjacent to the paved area resulting in severe erosion andpossibleifailure of the pavement. I have noticed that Pre vs. Post Deveiopment .Runoff Calculations are not included in the, drainage analysis and no provisions for limiting runoff have.beeI1approved. This site contributes runoff to one of the structures our stormwater management plan identi- fies as having limited,capacity. I have determined that there are now nine (9) 200 pt.trees and t~tteen (15) ,50 pt. trees remaining tor a total ot 2,550 points. The orIgInal landscape plan specities 4,430 points tor existing trees. TherevLsed number re:l:lect~ng the~hanges is now 2,900. Proposed new lanC1scapJ.ng totals 9,700 pOints. Aaaeo to the revised tree tIgure, tl1e total landscape carrIes 12,600 points. The required landscape point total is 13,722. A C1e:tIcit ot 1,122 points now exists. Th.IS would equal 15 additional. 1-1/2" canopy trees or 1l25-gallon shrubs (or a combination of trees and ShrubS equaling 1,122 pts.)
