The P.R.C. met on this date to review the above mentioned project, and approved this proposed project with the following conditions*: (1) The existing natural gas lines are not in close proximity to this tract. If the developer requires natural gas service, contact Mr. Terran Sanchez of Lone Star Gas. (2) Minimum dumpster requirements: One 3 cu'bic yard dumpster located on a l2'x 12'pad at the same elevation as the adjacent driving surface. (3) If underground electrical service is desired, furnish a letter requesting that service to the electric department. Also furnish electric load data and voltagerequir~ments to the electric department. Coordinate the location of the new utility pole ~ith Ray Havens. (4) Service for telephone equipment must be located within 20 feet of electric service. Coordinate with Lavern Dube of GTE. (5) For the Record - an easement will be reqiuired to cover the existing sewer line in tile portion of this prioperty for which development is) not being planned at this t imel. This is not a site plan requirement. The existing hydrant on the south side of Valley View Drive cannot be used for this project. (7) Include a ramp to provide access for handicapped persons on the construction documents.. \ . (8) The proposed freestanding sign meets ordinance requirements. Details prepared by an engIneer will be requiredfor..a building permit. (9) Ordinance allows only one traffic directional sign at each curb cut. Addi tional directional signs would require...action by the Zoning Board of 'Adjustment. (10) Locate hose bibs on the construction drawings. (II) The Fire Marshal has indicated that fire lanes will not be required for this project. (12) An elevation certificate for the clubhouse will be required after the slab is poured and before issuance of the Certificate of Occupancy. Box 4234 BRYANJ TEXAS 77805 SUMMARY Brazos Valley Putt-Putt is a proposed recreational facility that is to be developed by Mr. Tom B. Turbiville and is to be located on Lot 19, Block 1 o~ Southwood, Section 26, being the west corner of the intersection of Valley View Drive and Texas Avenue in College Station, Texas. The improvements to this 2. 094 acre site inc~ude a Cl ubhouseofapproximately 1000 square feet, two 18 hole miniature golf courses, (provisions for a future 3rdcourse) and approximately 46 parking spaces and drive~ ways. It is estimated that the development of this facility will increase the stormwater run-off from alO year rainfall event from 4.8 cfs to 8.6 cfs. Due to the location of this tract relative to the 100 year flood p.lain of Bee Creek, this increase is not consi.dered detrimental to either upstream or downstream owners. On-site detention for this facility has been evaluated but is discouraged due to the delayed peaking just above this floodplain and creek area. The Drainage Improvements that are proposed herein ..include: . Establishment of a proper finished floor elevation. . Gr'adingof the parking and site to insure positive drainage. . Construction of three concrete flumes, two which have elaborate energy dissipators to protect from scour. . Three private 8" p..V.C. storm sewers to drain the interior of the courses. In addition to these permanent facilities, the site contractor will install asi 1 t fence along the northwest property line during construction in ord.er to control the sediment transport off this site into Bee Creek. This fence will remain in-place until suf- ficient ground cover has been established. These improvements do not encroach in any way the configuration or performance of the existing lOa year flood plain of Bee Creek. This tract is shown in theattachedsi teplan and is currently va'can t. and un improved. Bee Creek lies immediate to the northwest of this tract with the 100 year flood plain limit (elevation. 260.5 to 261.5) encroach- i ng into the tract by a maximum ofapproxima te 1 y 20 feet. Coefficient of Run-off - C The predominant natural 5011 in this area is cl'"assified as a Gowen Clay loam topsoil with a clay loam alluvium subsoil. This soi 1i s verytypi ca 1 for low lying creek areas . This soil is generally a well drained soil having a moderate infil- tration rate when saturated. The general slope of this tract is to thenorthwestat"2 to. 4 percent. For this analysis, a coefficient of run-G"ffvalueo.f 0.35 has been assigned to simulatethepre-cdevelo.ped conditio.ns. The west flume will accommodate approximately 1.04 acres or Q10 ::: 4.3cfs. The middle flume, 0.18 acres or Q.]O= 0.7 cfs. The east flume, 0.39 acres or Q10 = 1.6cfs. Both the east and west fl'umes have been designed to dayli.ght, the 811 private storm sewers .and include energy dissipators .tocontrol the anticipated erosion. Please refertb the Site Plan Sheet 2 for the details of this construction. The finished floor elevation of the clubhouse has been set at 264.75, '-which exceeds the minimum establ i shed by FEMA of 262.5. Mr. Turbivi1le's Putt-Putt Golf Course is now in operation and credit is due to all of the City staff involved duri ngthe construction. This sewer line has been constructed across the north corner of the lot and is shown on the enclosed survey plat. Our examination of the title has not revealed any recorded easement concerning this line. In conversations with the Water and Sewer Department, this encroachment may be the result of a field change order during construction. Whatever the cause, it is the Owner's desire to remedy the problem at this time. The Owner has entertained the concepts of either. constructing or leasing the site for a use dependent on high traffi cand high vi sabi lity (eg. fast food rest- urant).
