In accordance with the stated requirements of the Plan Review
Committee of the City of College Station, Texas, the purpose of this
report is to demonstrate the conformance of the water distribution
system for the Sandstone Psychiatric Hospital with State Board of
Insurance requirements,NFPACodes and Standards, City of College
Station Fire Department and Engineering policy, and good engineering
design practice. The report consists of a project. description,
determination of water distribution system demand., a hydraulic
analysis of the proposed system, and a comparison of the results of
the analysis with the abovementioned regulatory requirements.
Project Description
Thepro-ject site is a 15.00a'cre tract call ed Lot 1 of the Barron
Park Subdivision in the Robert Stevenson Survey, Abstract 54, and the
Thomas Caruthers ~urvey,Ab~tract 9. The site is, located immediately
east of State Highway No.6, and approximately 1 mi le north of Greens
Prairie Road within the corporate limits of the City of College
Station, in Brazos County, Texas. The. proposed development consists
of a 45,800 square foot, single story building with landscaped green
space, and parking facilities. The building is to contain an
automati c fi re spri nk 1 er system in accordance wi th the 1 oca 1 bu i 1 ding
code. Provis ions for future bui lding expansi on have been incl uded in
the considerations for site planning,sprinkler system design, and
water system design. This expansion is proposed to include an
additional 19,000 square feet and is shown on the approved Site Plan
'which is included as anappendi x to thi sreport.
Water Distribution System Demand
The demand on the water di stributi on system for thi s project wi 11
come from four major sources: 1.) Domestic water supply, 2.)
Irrigation, 3.) Fire sprinkler system, 4.) Fire hydrant flow.
Preliminary design. plans for the project show a 3 inch meter for
domestic water supply and a 2 inch meter for irrigation water. The
College Station Fire Department indicates that standard procedure for
them is to pressurize the fire sprinkl er system by bri ngi ng water from
a . fire hydrant through a pump into the siamese connection at .a
flowrate. of 750 gpm. The Texas State Board of Insurance and NFPA
require a design flow of 1500 gpm for "fire flows" with the
qualification that at no point in. the system shall the residual
pressure fall below 20 psi. This does not specifically include or
exc 1 ude fire spri nkl er systems; however, we have ta ken the
conservative approach and assumed both requirements apply
simultaneous ly. From this we can tabul ate the tota 1 system demand as
follows:

System Analysis
The system ana lyzed i nc 1 udes the port ions of the proposed system
~hown on the approved Site Plan for the project and the future
portions of the system which maybe required to meet fire protection
needs for the expansion shown on the Site. Plan. This is shown in
schematic. form on Figure 1. The University of Kentucky Pipe Network
Analysis Prog.ramwasutilized for the analysis of the system. The
schematic system is composed of three basic elements: Pipes, Junction
Nodes, and Fixed Grade Nodes. Pipes were modeled using three
variables, 1 ength,d<iameter ,andHazen-Wi 11 tams coefficient. Junction
nodes are provided where pi pes intersect othe'r pipes, or where pipes
change size or. type. Fixed grade nodes sp~cify boundary conditions
such as the 18 inch source pipe (Fgn A), an. open 2.5 inch outlet. on a
fire hydrant (Fgn Band Fgn D), and the point at which the domestic
and irrigation meters and fire sprinkler system take-off are located
(Fgn C). A fixed grade node is assumed to be a reservoir at a fi(<ed
hydraulic grade line elevation where water will flow in or flow out to
maintain continuity in the system. The flow determined by the
computerized calculation at each fixed grade node will be the flow.at
that point corresponding to the elevation of the hydraulic grade at
that point.
A simulation of the worst case scenario for this system was
performed. This simulation included two open fire hydrants at the
extreme ends of. the proposed future expansion to model maximum fire
demand along with the domestic, irrigation, and fire sprinkler flows
specified above. The 18 inch pipe at the upstream terminus is assumed
. to be a reservoir at a stable total head of 90 psi. The pressure
tests on nearby fire hydrants, line size, and proximity to elevated
storage indicate that this is a good assumption. Pipe diameters and
Hazen-Williams coefficients were taken from manufacturers data for the
actual system represented by the construction plans for the system.
The effects of minor losses in fittings were neglected and all nodes
of the system were assumed to beatt'he same elevation.
Results
The results of the computerized analysis are included in an
appendix to this report. These results indicat'e that the fire
hydrants modeled by fixed grade nodes at. the end of pipes 4and8 will
flow at approximately 1313 gpm and 1184 gpmrespectively. The fixed
grade node at the end of pipe 6 which simulates the location of the
domestic and irrigation water meters and fire sprinkler take off

summarizes these results and includes total head and pressure head
(residual pressure) at a 11 junction nodes.

It can be readily seen that all residual pressures are above 20 psi.
and a 11 flow capacities are sufficient to meet the expected demand on
the system at any given point as outlined above.
CONCLUSION
I t can be conGl uded from the results of th i s study that thi s
water distribution system meets the stated requirements from The State
Board of Insurance, and NFPA. It can be further concluded that the
system is inaccordahce with accepted design. principles and practices
and will function in an acceptable fashion under peak fire flow
conditions to aid in the preservation of life and property.

In our investigation of the various regulatory r.estrictions and. con-
trols applicable to the construction.ofa.private Mental Hospital, the
only definitive minimum parkingrequirernentwehaveusedinour.pre-
liminaryplanningprocess is from the " Minimurn Requirements for Con-
struction& Equipment for Private psychiatric Hospitals Licensed by
the Texas Department of Mental Health and Mental Retardation".
Section 6.1 (E) parking states:
Each facility shall have parking space to satisfy the
minimum needs of ,patients, Employees,.HouseStaff -
(Physicians Employed,bybhe Facility), and Visitors in
the...absence.of . a · Formal Parking study, a .rninimum number
of. parking. spaces shall be provided c4t the rate of not less
that one (1) parking space for each four (4) bed spaces
plus (l)t>arking space for each four (4) employees (total
number of full time equivalent employees) plus one <.(1)
parking space for each House ..Staff .(Physician Employed by
theFacil~ty). The total of parking spaces maybe reduced
in an. area convenient toa ..Public Transportation System or
to Public parking Facilities, or where successful carpool
or other arrangements to reduce traffic have been developed
if proper justification is included in the Narrative Program
and provided that the reduction is approved byTDMHMR.
Additiona.lparkingmay be required toaccomodate outpatient
and other services ~"hen they are specified in the Narrative
Program. Space shall be provided for Emergency 'and Delivery
Vehicles . Additional parking spaces as required by the
facility should be provided for Private Physicians (Medical
staff-staff Physicians) 'providing services in the facility.

Marianne, Kim and I met\t'lith- reps . from Metroplex and R.B. Butler
todiscuss'an error made in the construction. of the. parking lot
by the contract.or at the new Sandstone Hospital. The result is
that all spaces fall short of the 9' minimum width required by
ordinance. We di scussed possible alte.rnative-ways tof i-x the
problem. The contractor decided to remov.e some ramps that are
not required by ordinance and thereby gain space in each row.
Then striping will be done. This cannot be completed forqto 4
weeks. Metroplex would like the C.O . no\'{ . Since Sandstort~is
not planning on opening to the public .untilthe lot isc()mplete,
we will be executing a development agreement that states.t:ipat. a
c.o. will be issued but the building will not be open for
"business" until the lot is complete. Prior to signing the
development agreement the we will receive a revised site plan
,showing that the parking can be provided to meet zoning
inspection.

The P.R.C.met on December 31,1986 to review the above mentioned
proJec't and. recommends approval of the project with the following
conditions*:
1. Coordinate electric load data requirements with Ray Havens;
f.urnishasite plan <and an electrieload data requirement sheet .
For a 3-phaseover.hdead line, a 20 foot easement will be required.
2. Coordinate telephone requirements with Laverne> Dube of GTE. A
3" minimum c:onduit will be required from the equipment room to the
easement to the south of this project.
3. Coordinate natu.ralgas requirements with Terran Sanchez of
Lone Star Gas. Additional easement{s) may be required.
4. Two6-'-yarddumpsters will be required; location of dumpster
pad as proposed is uIlaccept able; coordinat el oeat ion with Bob Epps
of the Public Services Department. Maintain Ininimumof a 50

After reviewing these numbers and the data supplied by the
project architect, I feel that the proposal is adequate for the
project. The architect's proposal for 1 parking space for each
total employee is excessive since there are three shifts. I
would, therefore, recommend the following as a reasonable
standard:
1 space per staff doctor
1 space per 2 employees
0.5 - 1.0 space per bed
handicapped spaces extra as per building code
2
