Staff Comments:
Conditional use permits are granted by the Commission,
subject to appropriate conditions and safeguards, when the
Commission finds:
A. That the proposed use meets all the minimum standards
established in the Zoning Ordinance for this type of
use;
B. That the proposed use is in harmony with .thepurpose' and
intent of the zoning ordinance and the plan for physica.l
development of the district as embodied in the
comprehensive plan for the development of the City;
C. T11at the proposed use will not be detrimental to the
health, welfare, andsaf e ty of the surrounding
neighborhood or its occupants, nor be substantially or
permanently injurious to neighboring property.

The proposed use of this tract is in compliance with the
land use plan.
The proposed site plan was reviewed by the Proj ect Review
Committee on November 12, 1986. The PRe recommended
approval of the project with'11-conditions,. (PRC report
attached. )
