Staff Comments:
Condi tional use pe:cluits are granted by the Commission,
subj~ct to appropriate conditions and safeguards, when the
Commission finds:
A. Tl1.at the proposed use meets all the minimum standards
established in the Zoning Ordinance for this type of
use;
B. Tl1.at the proposed use is in har~ony wi th the purpose and
intent of the zoning ordinance and the plan for physical
development of the district as embodied in the
comprehensive plan for the development of the City;
C. That the proposed use will not "be detrimental to the
heal.th, welfare, and safety .of the sur.rounding
neighborhood or its occuparlts, nor be substantially or'
permanently injurious to neighboring property.

Two requests for ausepermi t to allow the development of
this churchha"ve been denied by the Commission. (Case #83-
702, May, 1983,arld Case #84-708, May, 1984.) Copies of the
minutes of the previous hearings are attached.
The site plan for this proposed church was reviewed by the
Proj ect Review Comraittee on October 1, 1986. The enclosed
PRC report recommends approval of the site plarl with eight
conditions. The PRC review was limited to a technical
review of the si te plan; the PRe made l~oreview or comment
with respect to the proposed use of the site.

1984. The size of the proposed building lIas been reduced.
The stated seating capacity of the building, 60 seats, is
the same as the last request.
One of the Commission's previous concerns, street width,
will !be addressed by the current reconstruction and widening
of Phoenix and Arizona Streets. After completion, the
streets will be 28 feet in width (as opposed to the current
width of 20 feet).
