The P.R. C. met on 8-20-86 to review the above mentione,d projelct
and voted to table consideration of this project until the
potential parking impact problem is satisfactorily addressed lby
the applicant. The <following comments were offered:
(1) Coordinate electrical requirements with the<Electrical
Division.
(2) Coordinate dumpster requirements/location with Bob Epps, the
Ass istant ..D irectorofPubl ic . Services .
(3) Parki.ng<.imPllqtofthfs proposed project.onthe already
congestedNorthgate.area is.a.concern, andtheP.R.C. requestled
addi tionalinf.ormat.ion ......specifically regarding where the applicant
proposes to supply parking to accommodate his 12 employees (nlo
morethansixiworkingatany' onetime) as well as the potenti;al
75 customers of this establishment.
The applicant was. advised that reconsideration of this project
will.takeplaceupon.receipt of a request from him. He was also
advised thatP.R.C.>reviewis held on Wednesdays, and in order to
post not ice of the publ.icmeet ing in t imeto mee.tstate

The P.R.C. met on 9-3-86 to reconsider the abovementioned :project
and voted approve the plans as presented with the condition that
the applicant provide 10 leased spaces on the parking lot w,hich
isbeingmanaged.bySkipper Harris and is located on Patricia
Streetbehi,nd LoupotJs Book Store.
. The following comments were made:
(1) City Planner Mayo sta t ed that some merchants in the
area have provided on-site parking fortheirhusfnesses and are
having troublekeepl.ng their lots clear' for their own use, and i~
concerned that anadditi onalbusdinessoTthisintensity. wi 11 on 1 y
magnify "ythe problem. He added that' he does not bel iev,ethat
thisa,p'plicantisproviding additional parking, but rather . is
taking up spaces already being used by someone> else, and he
questions where those ttdisplaced" persons will park, adding that
it will most likely be in areas which will cause more problems.

proposj.ng to provide some parking for his patrons,and wondered

(4) ... Assistant City Attorney Elm()re. stated the ordinance provides
for requiring traffic and/orimpact<studies rather. than the
number of parking spaces . required in other zoning districts,

thempr~viollslywil.l be encouraged to "move on" and park

(5) Skipper Harris,managerof.the.park fofpay lot in question
statedthat.inthe.few.days< he has been in business,hehas
a.ccommoqatedapproximately70Q.patronsof 2businesse.s, a:diding
that he:charges by the hour, and the average stay of most of the
people parking in the lot is2<Ominutes,therefore, heactu4:l11 y
has created parking spaces in the Northgatearea, since he l{eeps
strictcontrolsonthellseofhislots. He added that only at
night .havethe lots been fullandpeopTe have been. turned away ·
(6) City Engineer Pullen stated that he believes the City ]b.as
the choice of 2courses()f acti.on<asto, this area, those being
either to open up the area completely allowing any.thingwit]~_ no
res trict ions/requirements ,.or to control the in~ens ityofuses to
preclude additional problems. He added that perhaps the City
actually has an obligation>to protect some existing uses, aJod
that he.'wou1d voteag.ainst,approval.of this project because of
the potential increase in the intensity of the use and the impact
it could have on parking/traffic.
The applicant. was/iIlformedthattheP ~ R.C.has approved his .

is being managed by Skipper Harris and is located on Patricia
Street behind Loupot's Book Store.
. The following comments were made:
(1) City Planner Mayo stated that ~me merchants in the

concerned that an additional business of this intensity will only
magnify the problem. He added that he does not believe thclt
this applicant is providing additional parking, but rather is
taking up spaces already being used by someone else, and he
questions where those "displaced" persons will park, adding that
it will most likely be in areas which will.causemore problE~ms.

businesses' spaces. He went on to say that he is not complc~tely
comfortable with increasing the intensity of the businesses going
into the area, although he does recognize that new businessc~s
will fill vacant buildings which will most likely be beneficial
to the area.
(4) Assistant City Attorney Elmore stated the ordinance provides
for.requiringtraffic and/or impact studies rather t-han the
number of parking spaces required in other zoning districts:,
adding that if 10 spaces on this existi:ng lot are dedicate:d to
this Ilewbusiness, perhaps the ttdisplacedtt persons parking in
them previously will be encouraged to "move on" and park
somei~hereoutsideof the Northgate area.
(5) Skipper Harris, manager of the park for pay lot in que:stion
f;tatiiedtha.t. in the few days he has .been in business, h.e has
~~9~~~o~a~~d approximately 700 patrons of 2 businesse~, a1ding
that he., charges by the hour, and the average stay of. most9:f .the
people parking in the lot is 20 minutes, therefore, he<actu;ally
na.,s~re~t~~. parking spaces in the Northgate area, $in~'~ h~lkeeps
strictqo:p.trols.. on the use of his lots . He added that only at
night< have the lots been full and people have been turnedsJway.
(6) City Engineer Pullen stated that he believes thelCi tyi :has

i'hei.applicant was informed that the P.R.C. has approved his
project< with the condition that he provide the 10 leased parking
spa~esfor his business, and that in addition to being approved
by this body, he should contact the Building Department to
(tetermine what additional requirem.ents will have to be met :prior
t!oppening his business.
