Bob Epps,Assistant Director of Public Services Joe Guidry, Electrical Superintendent Jane Kee, Zoning Official Harry Davis, Fire Marshal John Black, Traffic Engineer Rick Ploeger, City Forester Shirley Yolk, Planning Technician SUBJECT: Parking Lot Plan - Exxon Shop located on 0.839 acres at the intersection of S.H.30& S.B.6 Frontage Road (Lot 3 Reserve E Plantation Oaks Section I subdivision) 86-405 The P.R.C. met on this date to review the above mentioned project and recommends approval with the following conditions*: 1) The curbing of the island on the north side of this project should extend as far as the length of the parking space. 2) Service entrance requirements should be coordinated with the Electric Department as soon as possible. 3) The 10 foot utility easement shown at the back of the right- of-way is adequate. 4) Show the dimensions of the dumpster pad. One 3-yard dumpster will be the mininlum required for this project; inside pad dimensions must be a minimum of 12' x 12'. 5) Submit letter requesting underground utility service if desired to Electric Department. 6) Utility construction plans must include plans for the sewer line extension as a condition of issuance of a permit. 7) Coordinate telephone requirements with GTE. . 8) Include a conditional note on the site plan regarding the 1 PRe 86-405 page 2 condition of closing of the existing drive with the construction of this new drive on the Frontage Road. Provide a copy of the joint access agreement to the City Legal department. If this agreenlent had not yet been finalized, provide a letter from Plantation Oaks which indicates they agree to the cl-osing. Either a copy of the agreement or a letter.of agreement is required as a condition of the issuance of a permit for this project. 9) Process for permit from State Highway Department for drives into this project must be underway as an additional requirement for the issuance of a permit. 10) Compliance with the P.R.C. drainage statement is required. II) Compliance with the City's Erosion Control ordinance is required. 12) Show location of fire hydrants. A hydrant must be located wi thill 300 feet of all parts ofallbui ldings (as the hose la~rs). If installation of an additional hydrant is planned, identify the proposed hydrant on the site plan. Approval of construction plans (plan & profile) for these lines is required prior to issuance of a permit. *Any changes to an approved plan must be cleared through the office of the Director of Planning. Pu I I en : Thank you for meeting wi thme on November 24, 1986 , regarding the proposed revised access for the referenced Exxon Shop. Thank you also for the copy of Col lege Station's Driveway Access Pol icy (Last Update 6/86). The proposed Exxon Shop has an approved Site Plan, your file number 86-405, wherein the driveways into the site are located in part on easements on adjoining property. It is now proposed to locate the driveways on the site, and to not locate them on the easements. A copy of the revised site plan which we discussed is enclosed. understand that you have agreed with parties interested in development of the site as an Exxon Shop that you wi II approve either the driveway arrangement as shown on the approved Site Plan, or driveway proposals conforming to the minimum standards in the Access Policy, if the policy will permit a driveway located closer to the intersection of SH 6 Bypass West Frontage Road andSH 30 than the arrangement shown on the approved Site PLan. I understand that the dr i veway bes i de SH 6 shown on the rev i sed Site PI an may be considered to conform to the minimum standards in the Pol icy. The governing criterion is 160 ft from the center of SH 30 to the center of the driveway. I understa'nd that you suggest the driveway be shifted a few feet toward SH 30 to avoid possible inadvertent encroachment onto the adjoining property. A secondary cri.terion, namely 160 ft .center spacing.. between, .driveways on t.he same sideof the road, a I so app lies in th is case, but need not be adhered to str i ct I y. Th is means that the existing nearby driveway into the apartment parking lot need not be closed when the proposed driveway to this sit~ is opened. I understand that the driveway beside SH 30 shown on the revised plan does not comply with the minimum standards in the Driveway Access Policy, in that it is closer than the requi.red 275 feet from the .center .of the proposed driveway to the center of the SH 6 Bypass West Frontage Road. This means that you feel that you cannot approve the proposed. driveway, but must require that the original arrange- ment, i. e., I ocat i ng the dri veway bes i de SH 30 in part on easement on the adjo in i ng property, as shown on the approved Site Plan, be used. The original arrangement does not itself comply with the minimum standards in the Driveway Access Policy, and represents a variance or simi lar.
