Laverne Dube, GTE Harry Davis, Fire Marshal Carol Elmore, Assistant City Attorney Shirley Yolk, Planning Technician SUBJECT: MASTER PRELIMINARY PLAT - Southwood Valley 28 (86-303) 43.26 acres located on both sides of Deacon Drive, east of and adjacent to Wellborn Road. A Presubmission Conference was held on this date to review the above referenced plat, and staff recommends approval with the following conditions*: 1) Director of Planning suggested Tract II be left off the Final Plat unless subdivision of that plat is planned at that time. 2) Note was made that the 60 foot Private Access Easement (between Lot 2 & 3 Block 65) is to provide access to the adjacent landowner to the south if requested. 3) Show utility easements along the east and south sides of this plat. 4) The 20 foot drainage easement shown between lots 7 & 8 Block 66 may not be adequate to accommodate both utilities and drainage; an additional 20 foot easement may be required, depending upon service demands of the developer. 5) A 20 foot utility easement along the south side of Deacon, from Welsh to Wellborn, may be required to accommodate a possible future distribution line. Traffic Engineer Black will check on required clearance from utility poles to the curb lille, afterwhich determination cani be made regarding requirements. 6) The developer (Mr. Fitch) indicated at this meeting that the 60 foot u.tili ty and drainage easement parallel to Wellborn Road will be changed to a 30 foot easement. 7) The radii on the street intersections at Wellborn Road may have to be flared. 1 Prestib Conf. 86-303 page 2 8) Lots 10 & 6 Block 66 and Lot 5 Block 65 will not take access to Wellborn Road. Lot 1 Block 65 and Lot 9 Block 66 will take access only to the street named "Fraternity Row" and not to Deacon Drive. *Any changes to an approved plat must be cleared through the office of the Director of Planning. David Pullen, Ci ty . Engineer. and Mark Black, his assistant, reguarding my' earlier proposal to you to facilitate the joint,use of utilities and drainage routes. First let me point out that if all these properties were bare pasture I would, not be concerned about saving the large trees 'which have been left in the fence line which adjoins our propyrties, but it seems that both of us might benefit by saving this treeline. f I am enclosing two copies of a plat showing the proposed easements on both A.P. C. property and' your property, since the future use of your land ,will also require drainage. disposition and sewer and electric service along your north boundary line. If you will grant the easement shown south of the fence line, I propose to do the following at no expense .....to you. Clear the easernent,where needed, preserving the trees in the fence line, and construct the drainage valleys at proper grade to deliver your runoff water to the three points at which we will construct the requiy;ed size, channels on the A.P.C. tract to recievethe quantities anticipated. I am enclosing copies of our drainage plans which have beeh approved by the city engineer. ~ ci,.e.~..:~:S.- In our discussion, Mr. Pullen emphasized that the city has no autho.ri tyregarding property not yet annexed: however, when such properties are annexed and development plans aummited, they will require that streets, utilities and drainage locations will meet and discharge into existing platted facilities or' to provide for downstream discharge across un^'platted tracts. My proposal will provide for such drainage at no expense to you. Page 1 of 2 . APC to Mr. Hamilton Page 2 of .2 The city's electrical consultant has expriesseda preference for locating a future</primary line along the straight line joint boundary of our . properties, but will place. the line .in Deacon - DriveR.a.W. ,if necessary. This line could serve both of our tracts if located in the proposed easement: if located along De:aconDrive,your prope.rty would be served by another line located at Rock prairie Road, when extended to Wellborn Road, or in some other. route through your tract. If you will grant this easement, I will also extend two 8" sewers to terminate at . manholes in your easement, at depth adequat4e to serve all of your tract South to Rock prairie Road",~these extensions are shown on the enclosed plat in red. All of our present property can be developed without the proposed easemerlt or exteension of sewers and drainage ways, but it seems more orderly.and advantageous to us both to treat th.ese joining properties as if they are underon.e owner and completely provide forfuturedeve'lopment o.f your land avoiding. any need for future work downstream or utility extensions through . ours at a later da tel. I hope you will find time soon to review my proposal with Mr. McClure. I believe that he will agree that you will be receiving considerable value at no cost to you except granting the easement. I will accept responsibility for cost of writing the descrip,tion (by Mike if you prefer). In any case, if you>will give me your decision, I will have an agreement.document.prepared for our signatures or we can let this letter be our agreement> by your signature in the place provided.
