The Engineering Department has indicated that the use of the Gulf State Utility Easenlent for the extension >ofSandstoneDrive (a major thoroughfare) as is suggested in the Comprehensive Plan is impractical as most of that lamd is located in the floodplain. It was suggested that the extension of Sandstone Drive to FreneauDrive should line up with Howe Drive in Foxfire subdlivision (located across the Heddermantract). 6. The bulb at the end of Sandstone Drive where it ties into Indian Trail should be apart of this plat for dedication and annexation. As you recall, MS-Northhas.thecapability of being served by · two (2)transfornH~rsforredundancy . purposes. For budgetary reasons, the second transformer was deleted from the 1984 WWTP e:Kpansion. To install the redundant transformer at this time, the following work will be required: A. Furnishing and installing conduit and cable for primary feed to redundant transformer, B. Installing transformer pad and mounting. of transformer (we understand the transformer is already available in the electric department), C. Furnishing and installing conduit and cable to MS-North, D. Furnishing and installing a main breaker, and E.Furnishing and installing a tie breaker. The major cost; items listed aboveareD andE , the two breakers. They cost about $42,000 each ($8.4, 000 for bo,th) . Joe Kotrla with C.R.McCreary&Associatesestimatesthe construction cost for Items A-E to be about $115,000. As you can seethe breaker$ are. We do not recommend the City install the redundant transformer without installing the extra" breakers,. presently, the WWTP has the capability of being served electrically fromMS,..N()rthasw~llas MS-So1.lth. The original feed was through MS-South. However, MiS-South does not have the capacity to serve the entire facility. It.wil1 only serve a reduced facility load. MS-North has the service entrance equipment capable of serving ", the entire 'WWTP facility. Eventually, anothe.rsecondaryfeed from MS-North to MS-South should be installed. This,would eliminate the overhead electrical service across the _southern part of' the facility site. The spare conduit is1n placEa'fol',this run presently. Howeve.r ,pulling of cable, and breakerandconduitmodificationsarestil1.necessary. This extra work is estimated to be about $30,000.00. It is not necessary that this work bedoneimme.diately,but it can be scheduled for following budgetary years after the redundant transformer> is in place. The Engineering costs to prepare contractdocum~nts for installing the redundant transformer is estimated to dbebetween$6000 and $7000. After our discu$sion last Thursday, it appears.that.the City should proceed with having the contract documents prepared and pay for engineering out>bf budgeted'moniese Howeve,r, the City should try to bid theelect~icalworkas a C.I.P~ project.
