staff Comments:
The requested zoning district is in compliance with the land
use plan.
The requested zoning would allow for a maximum increase of
173 dwelling units over the 346 units allowed with R-4
zoning. Area streets, water, and sewer facilities are

adequate for thisinc,rease in densi ty (accord,ingto
Engineering division review).
Staff recommends approval of this request for the following
reasons:
1. The request is in compliance with the land use plan.
2. The requested zoning is compatible with existing and
planned uses in this area.

On 2-20-86 P&Z voted unanimously to recommend approval of this
request for rezoning.

Mr. Callaway explained the request, if approved, would increase the overall density of
this apartment project <from the current 346 units allowedwithR-4 zoningto5l9 with R-5
zoning. He pointed out the northern portion of this tract is developed multi-family
residential (104 units) with the balance of thet'ract being vacant, as is much of the
land in the area. The Land Use Plan reflects the area as medium density residential,
and the Engineering Department has indicated utilities in the area areade:quateto
handle the increaseddensity,.therefore Mr. Callaway explained that staff reconnnends
approval of this request. He further explained that revised site plans of the project
will be required since there will probably be a change in plans.
Stephen King representative of the applicant came forward and offered to answer any question
the. Commissioners .may.have. Mr. MacGilvray asked him why the request is.being made for
increased density of the project and he explained that the apartment trend seems to be
toward smalleruni ts , and their plaIl is to build smaller units of the same high quality
as has been built in the existing phases of this project.
No one else spoke and the public hearing was closed, afterwhich Mr. Wendler made a
motion to approve this request and Mr. Brochu seconded the motion. Motion carried
unanimously (5-0).
