C-LINIC: An institution, public or private, or a atatiOJD

COLD STORAGE PLANT: A commercial establishment where foods

or lieased, or in vaul ts 'in bulk for distribut ion to the
home or other commercial businesses. No slaughtering of
animals or fowl is allowed on the premises.
COMMERCIAL AMUSEMENT: Any enterprise whose main purpose is
to provide the general publ1cwith an amusing or
entertaining activity, where tickets are sold 'Or fees
collected at the gates of the activity. Commercial
amusements incl ude zoos, carnivals, expos it ions, min iat lure
golf courses, driving ranges, arcades, fairs, exhibitions,
athletic contests, rodeos, tent shows, ferris wheels,
childrens' rides, roller coasters, skating rinks, ice
rinks, travelling shows, bowling alleys, pool parlors,
sexually orientedco..ercial enterprises as defined in
Ordinance No. 1'554, indoo-r shooting rSD'ges, and similar

COMMISSION: The PI,anning and Zoning Commission ot the City
of College Station, Texas.
COMMON OPEN SPACE: A parcel or parcels of land or an area
of water or a combination .of land and water within the site
for which.asite plan permit is sought. provided and .ade
legally available for the use and. enj:oyment of residen-ts of
the. proposed project.
COMMON PROPERTY: A parcel or parcels o-f land, toge.ther
wi th' the improvements thereon, the use and enjoyment of
which are legally shared by the owners and occupants of the
individual building sites in a Planned Unit.
CONDITIONAL USE: A use which.ay be per.itted or denied in

DORMITORY: ADY. structure specifically designed for the
exclusive purpose ofhousingst.udents of a university,
college ors:chool, excepting residents-taff ,an-d which is
within the ownership of or is controlled and operated by
said institution. or an ass'oeiation or organization
associated therewith and comprised of students and aluBlDi.
DOUBLE PARKING ROW: Two parallel rows of spaces for the
parking of motor vehicles arranged so that when parked, the
front end of each motor vehicle faces the front end of
another motor vehicle as illustrated in Figure 2 (Sec.9).
DRIVE-IN EATING ESTABLISHMENT: Any structure and premises
specifically designed for the preparation and dispensinJg of
food and meals for consumption 'e'ither indoors or in a
vehicle parked on the premises 'or taken away for
consumption at ather places.
DWELLING: A "dwelling" is any building or portion thereof
which is designed or used excluisively for residential
purposes.

fulfills the purpose for which the building plot is

SECTION 9. MINIMUM.PARKING REQUIREMENTS
9.1 PURPOSE: It is the purpose of this section to establish the
guidelines for off-street parking spaces consistent with the
proposed land use to:
1. Eliminate occurrence of non-resident on-street
parking in adjoining neighborhoods.
2. Avoid the traffic congestion and.public safety
hazards caused by a failure to provide such parking
space.
3. Expedite the movement of traffic on public
thoroughfares in a safe manner, thus increasing
the carrying capacity of the streets and reducing the
amount of land. required for streets, thereby lowering the
cost to both the property owner and the City.
9.2 OFF-STREET PARKING SPACES REQUIRED: In all districts, for
all uses, at .the time any building or structure is erected
or enlarged or increased in capacity, or at any time any
other use is established, there shall be p-rovided off-s-treet
parking spaces for motor vehicles in accordance with the
requirements specified herein.
A. DIMENSIONS AND ACCESS:
1. Each off-street parking space for automobiles shall
have an area of not less than nine feet by twenty feet
(9' x 20'). An eighteen foot paved space .ay be
utilized where 8nadditionaltwo feet (2') of
unobstructed area is provided for vehicle overhang.
2. Each off-street parking space for truck unloading s:hall
have an adequate unloading area.
3. Each parking space and the maneuvering area thereto
shal.l be located entirely within the boundaries of the
building plot except as set forth in Chapter 3, College
station City Code.
4. There shall be adequate prOV1S1ons for ingress and
egress. to all parking spaces ,andthereshall be
ade.quate maneuvering space to el iminatebacking int()
public right-of-way on major, arterial or collector
streets as reflected in the Comprehensive Plan for the
City of College.Station. Circulation aisles between or

FUEL PRICE SIGN: A sign used to advertise the current
price of. fuel at locations where fuel is sold.
HOME OCCUPATION SIGN: A sign used to identify the name
and occupation of a person with a legal home occupation.
LOW PROFILE SIGN: A sign with a permanent foundation
which is not attached to a building,but is a stand-alone
sign and which does not exceed 60 S.F. in area and 4 feet
in height.
OFF PREMISE SIGN: A sign which identifies the primar~Y'
uses of, or primary services, products or goods sold or
provided on premises other than where the sign is located.
POLITICAL SIGN: Any sign which promotes a candidate. for
any public office or which advocates a posi tion on an~y
social issue as its primary purpose.
PORTABLE SIGN: A sign which is not affixed or attached to
real property by poles, stakes .or other members which are
placed into the ground, or upon some other type of
permanent founda t ion; trai ler signs, a,ny sign wi th wll1ee Is
or skids, and any sign which is constructed so as to sit
upon the surface of the ground, without subsurface
attachment or extension.
PREMISES: An area of land planned and designed as a
single comprehensive project,considered from the timc~ the
plan is first submitted to the Planning Department ei ither
at plat stage or site plan stage.
REAL ESTATE, FINA.NCE and CONSTRUCTION SIGN: An attac)led
or freestanding sign erected upon a lot or parcel of land
for the purpose of advertising same for sale or lease, or
advertising the furnishing of interim or permanent
financing for a project, or for the furnishing of labor,
materials or the practice of crafts on the job site.
ROOF SIGN: An outdoor advertising display sign erected,
constructed, or maintained on the roof of a building ()r
which is wholly dependent upon a building for support 11 and
which projects above the point of a building with a f]Lat
roof, six feet above .theeave line of a building with a
gambrel, gable or hip roof, or the deck line of a building
with a mansard roof. See illustrations at the end of this
section.
SUBDIVISION IDENTIFICATION SIGN: A freestanding or wflll
sign with permanent concrete foundation or moorings,
designed for permanent identification of a subdivision of
greater than fifty (50) acre:s, a.nd where adequate
provision is made for permanent maintenance hereunder.

classified in the thol'oughfare plan) toward which one
additional freestanding sign is to be displayed.
L. ATTACHED SIGNS: Attached signs in .areas zonedC-N, A--P, C-l,
C-2., C--3 ,M-l ,.and M-2are. commercial signs under this
section. An attached sign shall advertise only the name
of, uses of, or goods or services available wi th.in thE~
building to which the sign is . attached. Such sign sllall
be. parallel to the face of the building, shall not be
cantilevered>.awayfrom the structure, and sh.all not extend
more than one foot from the primary surface of the
building. There shall be no painted roofs.

COMMERCIAL PLANNED UNIT DEVELOPMENT
PUHPOSE: Tile purpose of this di-strict is to provide an
opportunity for flexible, responsive commercial
developments which will:
(a) encourage creative :....Y}d efficient use of commercial
sites;
(b) promote innovative use of modern development
concepts; and,
(e) encourage mixed.use development.
The Commercial Planned Unit Development District is
intended for a combination of three or more differ tent ,
frequently separated uses, each a significant part of
the development. The categories of major uses are
o ffi ce,retai 1, hote l/mote 1, res tauran ts,entertailrlmen t
andbank/financial institution. The planning and
conceptual design of a C-P.U.D. must provide for
physical and f-unctional integration of project uses and
components. A C-P.U.D.may consist of 8 mixing of uses
into a single structure, or may consist of individllally
platted lots, but is not intended for traditional
shopping centers under a single roof. Area
requirements, building setbacks and/orlandscaping
requirements, may deviate from established standarcls if
approved by the Planning and Zoning Commission as part
of the Development Plan.

SUBMISSION PROCEDURE: The initial submission by the
applicant shall consist of a request for a zone change,
aprelinlinary subdivision plat ,and a preliminary
development plan. The zone change request and the.
preliminary plat will follow the establ,ishedreview
pr'ocess through the Commission and City Council. The
p.reliminary developmentp,lan will be reviewed by the
Project Review Committee.only, unless anyone voting
meJnbe;.-of the Committee or the applicant requests a
t' e vie \v by the Planning and Z 0 n i ngC 0 m m i s s ion. The zone
changet if approved by the City Council<,will revert to
the fornlerzoning if the final plat and final
development plan are not approved within twelve (12)
mont hs afte r tIle date 0 f the zone chang-e req ues t . The
final development plan may be approved by the staff if
no substantial changes have been made.

DEVELOPMENT PLANS: The developer shall pt'esent site
and developlnent plans of sufficient deta:il to Uleet t.he
following conditions:

(a) Specific uses should be designated on the plans.
(b) The area and/or seating capacity of all uses
should be shown.
(c) Every structure must have legal access to a public
street, as well as adequate access for emergency
vehi cl es.
*(d) Off-street parking shall be provided in accordance
with Section 9. Shared parking may be allowed
with up to a 25% reduction in the total cumulative
requirement in accordance with Table 7-1. Parking
easementsshouldcover shared. areas.
(e) Each individual use should have a minimum of 75%
of his par'ki,ng'; requirement within 300 feet of' a
public entrance and easily accessible to the
pu.b lic.
(f) Landscaping may be accompl ished in- common areas if
platted and maintained.
(g) The Project review Committee will review any
change in occupancy to determine if adequate
parking is available. If anyonemefuber of the
Committee or; theappl icantdesires, this change
will be reviewed by the Commission.
(11) A property owners 'association or a management
corporation ;should be established unless other
arrang'ementshave been made to insure
responsibility for maintenance olf common a'reas of
landscaping, drives or parking.

STAGE CONSTRUCTION: The preliminary development plan
and preliminary subdivision plat shall show all of the
development stages. A final plat and development plan
for each stage should be submitted for approval at not
more than twelve (12) month intervals.
