Our offi.ce is submitting theafo.rementioned project for a
Conditional.Use Permit. The bui Iding wi II'. be uti lized by two
congregations (call ed Wards) as a pi ace for rei igious worship.
The Texas A&M University Ward has approximately 170 members.
The Bryan 2nd Ward (to be changed later to.Coll ege Station
Ward) has approximately 350 members. Normal attendance is at
the level of approximately 70%>of membership.
There will ,be two full tim.e and probably one part time
employees forcustodi alpurposesonly.Worshi p servi ces are
stagge.red be,twieen9:00 A.M. and 7.:0Q,.P.M'. on Sundays.
Occasional usage by small groups (0-25 people) will occur
during the weekdays. Larger groups <0-100 peopl e) may gather
cJu,ring the day or at night.

Conditional Use Permit - Church of Jesus Christ of the Latter-Day
Saints - Welsh @Deacon (85-712)
The P.R.C. met on September 4, 1985 to review the abo,'e melltioned conditional
use permit/site plan, and after lengthy discussioll, the architect infornled the
COllnnittee that the request at ,this time is only for approval of the conditional
tlSe permi tfara church at that location, with a finalized site plan to be
forthcoming shortly after approval of the permit.
The applicant was informed that he should furnish information regarding all uses
which will be made of the premises, the nwnbe.r of people to be in attendance at
allY meeting, the "nwnber of meetings to be held each day of the week and tIle
times of these'various meetings. He is, also to. include the number of seats
which the building will have.
The applicant was further informed that the Commission, at its discretion, could
require additionalcoIlditions prior to issuing COllditional use permits which are
not specifically required by ordinance, ,among)them being the possibility of
requiring some type of buffer between this project and the adjacent tracts.
TheP.R.C. also noted the following conditions which must be met prior. to
approval of a final site plall/conditional use permit:
1. Furnish 'information regarding electrical requirements and load data to the
City's Electrical Department as soon as this information is available.
2. The. building must have a sprinkler system.

3. Delete parking spaces (approximately 11) in front.of one door to provide
emergency equipment access ,to the., btlildil1g.
4. Show the exact location(s) of Fire Department connections. for the sprinkler
systems.
5. All illteriorutility lines (other. than services) must be covered by
easemeIlts.
6. Trash bag pickup will be acceptable as long as no more tllaD 5-6 bags (twice
weekly) .'aregenerated.
7. Indicate on the s.iteplan a location (mininlum 12'x12'pad)for possible
future dwnpster, if,.,it .becomesnecessary toreqllire OIle.
8. Any curb cut on Deacon should stay approximately 200 feet back from the
iIltersectiollof Deacon & Welsh.
9. The grading slope from the pilot channel to the top .of the curbing on the
parking lot must be no greater than aj5:1 ratio slope. Site grading and
drainage plans. must be furnished to and approved.by the Engineering ,Department
prior to receipt of Building Permit.

11. The BuildingCo<ie · regulates the nlUBber or.,handicap parking spaces required.
Check witll the Building Department (Coy Perry, Building Official)" to determine
the exact Ilumber of these spaces required for this project. These spaces must
be 9 'widewi th ,a 6', ramp,' between 2 spaces, or a total. width . each. space · of 12'.
12. Circulation aisles are required to' be aminimtUllOf,23 feet in \vidth.
13. The storage building must maintain setbacks required by ordinance: 25 foot
rear setl1ack and ten foot s ide setback ~
14. All islands, must be a minimwn of 9', ,}{ 20'. Either, show the dimension of
each island or include atypical island note.
150 Compliance to, landscape ordinance requirements (Ordinance 1505, a part of
Ordinance 850) is required. For a tract this size, a minimum total of 4,456
landscaping points, one-half ofwhichimust.be canopy trees,. is required. Show
exact locations, indicate species ,give POil1ts' in legend.. form on site plan.
16. Indicate the type and location of irrigation system to be tlsed.
17. No changes to an approved site plan are allowed without approval from the
office of :tIle Director of Planning.
18. Any detaclled'sigIl is limited to a' maximwnof .100 sqtlare feet, maximum
height of 10 feet and minimum setback from the R.O.W. of 10 feet. Any sign
exceeding these limits must be inclllded on site plan for approval by P&Z.
FURNISH 10 COPIES OF<REVISED CONCEPTUAL PLAN TO PLANNING DEPARTMENT PRIOR TO
NOON ON SEPTEMBER 13, 1985 TO BE INCLUDED ON P&ZAGENDA SEPTEMBER 19, 1985.
