the developer has considered a future use of bus transportation.
These comments and notes are provided to assist the developer. With
the multitude of uses planned for this church, the developer should
consider his parking lot layout carefully so that traffic can move
smoothly through the site.

On 9-5-85 the Planning & Zoning Commission approved a
Conditional Use Permit for a church, a daycare center and a
Christian day school wi th thecondit.lon that the 11 points
of compromise offered by the applicant be a part of the
approvedC.U.P.
On 9-13-85 a petition was filed with the city Council office
to appeal the decision of tl').e P&Z.
On 10-10-85 the Council considered and tabled the appeal.
On 10-24-85 the Council upheld the decision of the P&Z to
grant the C.U.P. with the 11 conditions, but added several
conditions to that decision; those being (l)a single ,row of
single family dwellings on lots a minimum of 110 feet to be
developed in the area of the property f~cing Dominik, and
(2) with the proposed land swap which would enlarge the are~
of the Richard Carter Park.
The property on which the Conditional Use Permit for the
church facility was approved is zoned R-l Single Family
Residential.
The area is reflected as low density residential on the land
use plan. '

On 9-5-85 the Planning & Zoning CommissIon' approved a
Conditional Use Permit for a church, a daycare center and a
Christian day school with the condition that the 11 points
of compromise offered by the applicant be a part of the
approvedC.U.P..
On 9-13~85apetition was filed with, the city Council office
to appeal thedecisionoftheP&Z.
On 10-10~85 the Council considered and tabled the appeal.
On 10-24-85 the Council upheld the decision of the P&z to
granttheC.U.P. wlththell conditions, but added several
condItions to that decision; those being (lJa single row of
single family dwellings on lots a minImum of 110 feet to be
developed in the area of the property facing Dominik, and
(2) with the proposed land swap which would enlarge the area
of the Richard Carter Park.
The property on which the Conditional Use Permit for the
church facility was approved is zoned R~lSingle Family
ResIdential.
The area is reflected as low density residential on the land
use plan.

opposition>to the.... granting of the use permit. In approving this
request the COJDmlssioniJDposed eleven conditions.as listed in the
ttOf.ferof Compromisenas submitted by the applicant on August 28.
On September 13, 1985, a petition appealing the granting
of this permit was submitted to the City Council Office.
Conditionalusepermitsare.grantedby the Commission, subject to
appropriateconditioDsand safeguards, when 'the Commission finds:
A. That the proposed use meets all the minimum standards
established in the Zoning Ordinance for this type of
use.;
B. That the proposed use is in harmony with the purpose and
intent of the zoning ordinance and the plan for physical
development Qf'the district as embodied in the
comprehensiveplsn for the development of the City;
C. That the proposed use will not be detrimental to the
health, welfare, and safety of the surrounding .
neighborhood or its occupants, Dor'besubstantially or
permanently injurious to neighboring property.

The site plan as submitted by the applicant and approved by the
Commi'ssion is a conceptual plan. A final si te plan must be
approved by the Commission prior to construction. The site plan
submitted is of sufficient detail to demonstrate that the
applicant can meet the requirements of (A.), above.
There are three references to churches in the City's plan:
