Pursuant to thePuolic Hearing" held ,hythe 'Planning aDd, Zoning
Commissien af the City of 'College StatioR snApril 4, 1985, it has become
necessary for the applicant of that "cer.tain rezoningt9 revaluate the
original request in order to. conform to the recommendations of the said
Commission. Tb.eoriginalrezoni1lgrequestconsisted af a 10.689 acres tract
to be rezoned from R-6(on"PlaI'l2000") toC-2, and a 25.165 acre tract to
be rezoned from R-l(on "Plan 2000U) toR-e. "In deliherating< the request the
CommIssion acknowledged. the necessity ofC-2 01'1 the said. 10.689 acre tract
due to the iatenseindustrialdevelopmeat down Qraham . ltd. The COJDlllissioD
also ackl'lowledgedtheaecessit;y .ofhigh. deasit~ I"~sident;ial (R-6) along
major thoroughfares (particulaI11yTexas6} to provi'de buffers for the lower
density residential areas. What the Commission d.idn0t seem to agree on \f'as
the}lresent buffer between the tWQ. If passea the l>ufferwould be a small
feeder creek to. the. Nav:asota Rivel" .more commonly called ;Lick .Creek.
After some :disc.ussioB over Lick Creeks' ability to provide a
'reasanablebuffer:between C-2 and 1-0" a Dumber oftheCommissiOD members
made . . a recommendation 'that the property .be . rezoned .all C-2. The
recommendation made 'was acoBsiderablydifferentfromw)latwas originally
requested. Invieweftheapplic8Bts ina.bilityto make a split second
decisiol1, theCommissiQntahled'the:application to give the,applicant time
rethink' his original'.zening, req1.1estalldals8 give the CemmissiQD. ample time
to 'evaluated the "proposed rezoning.
As a concern.ed party with an interest in the property I weuld like to
share my views on the proposed rezGning request.
The 1Q.689 acre tract to be rezoned from A-O to C-2 at the corner of
Graham" Rd. and Texas 9confermsto the zoning criteria set out by the City
of College, Station. Tae25.165acres tracttebe rezoned from A-O to R-6
also confe>rms tcrth.ezoningcriteria set out by the City of College Station
and would act asabufferforlewdensity development that would take place
behind the subject tract. The pro:blem is the buffer between the two.
SOLl.JTION: If the CommissioJllwould rezone the entiretractC-2 or C-2
(10.689)anQ C-l (25.165) this would do away with the buffer problem. Later
on when the property is ripe for development, and the ,market has a Beed for
high density residential thep~operty zoning can be stepped down and the
proper buffer area can beestabli:;h~d accordingly. "
In view oftl1e'industrial fOrCeSRQWpresent along Graham Rd., it would
seem that if thepreperty is re~ened all C-2 that it would be utilized as
such. Tais type of zORing w0uldofferthe developer an oppurtuDity to
evaluate the market and d.evelopeaccordingly.This zoning would also
promote the City's growth tre11dSauthwaro, in accordance with the "Plc:ln
20CO".
I think tneilDPortant thing is that tke zOlliDg conforms to theCitylls
guidelines and that the zoning change fits in to the ".Plan20eO", I fee!
the above SGLUTION does both.

that "Commercial activities should not be allowed to
