The changed or changing . condi tions in the area,or city making this zone change necessary: Changing conditions are as follows: Recent annexation of land south of town into corporate limits. Installation of new utility facilities. Development of industrial park. Expansion of Highway 5 to the south. 2 . The existance of Graham Road gives the property added impetus toward commercial development. As expressed in the R-6 request, Lick Creek provides abetter buffer zone than an active thoroughfare next to property already zoned commercial. Gradual zoning north and south is as desirable:as providing same away from congested areas and traffic. The southwest corner of Highway 6 and Graham Road makes this juncture more suitable for commercial activities than low density residential. To keep such a location zoned l: residential is self defeating both for the welfare of city development and private investment in our city. 3. All other reasons to support the zone. change: This zoning change would help facilitate orderly develc)pmenttothe south. The zone change is in ..accordance wi ththe ..Comprehens i ve Plan; if it is not, then why is the Plan incorrect? Due to heavy comtnercial activity along Texas Avenue and Graham Road,theproposedresidential zoning of Plan 2000 seems quite restrictive. Further, we respectfully-submit> that the boundry established by Lick Creek affords a natural and more aesthetically pleasing buffer between zoning activities. Also,lowdensityhousingon,an expa~ded Highway 6 prevents an orderly down zoning that could occur if R-6.were used as a buffer between the highway and low density residential. Low density residential next to ." ~ a highway such as Highway 6 will becomemoredamagil1g to future city progress and for developers wanting to invest in our area. We feel that providing the bridgework for such development, and maintaining proper progress is a common goal for all; and this request for rezoninJ~ provides for both. 3. All other reasons to support the zbrte change: This zoning change would help facilitate orderly development to the south.
