(a) ADVANTAGE: No construction cost involved. (b) DISADVANTAGE: Penalizes drivers leaving the site. No assurance that drivers will not use Chimney Hill Drive ariyway. (5) Make Arguello Drive one-way forcing driveway traffic leaving the site" to Tarrow Street. ( a") (b) ADVANTAGE: Low DISADVAr~TAGES : cost ($200, initial). Increases response time for emergency vehicles. I would suggest that alternate (2) be adopted with the proposed drive on A~guello. If this proves ineffective after the site is complete by receiving a written petition from citizens living in Chimney Hill, we should study the actual impact of "the site on this neighbor:hood befo"re recommending approvalofal ternate (3).
