Par~illg Lot Plan - The Ramparts Parking Lot (85-411)
The,P.R.C. met on, this date to review theabove'mentioned parking lot, and has
noted that this>siteplandoes not comply with ordinance requirements with
respect to landscaping, islands, and parking spacemar]<ing, and therefore, must
be. granted variaIlces.from t~e PlanningandZonipgCommission (islands and
landscaping) and, the Zoning Board of Adjustment (parking lot striping) prior to
development.
TheP.R.C. also noted the following conditions which must be met prior to
receipt of the building permit:
1.
Show the dimensions of the . setback from '. the property lines along rights-of-
way. An8 foot setback is required.
A six (6') foot solid, continuous screen fence is required between this
commercial .'project and ,.. the adjacent developed , resident ialproperty .
Show the locat ion, dimensions , .'.setback dimens ions ,driveway dimensions, ete.
of all structures to be placed on this site.
Include an island reflecting the 8 foot setback adjacent to the drives on
bothNagleand<Church '.....Streets.
Tr.ash bag pickup will beaccepta.ble for this project at the current time,
but if the allowable limitation is>exceeded,adumpster will berequired.to
be set.iat a locationdeterminedby.the Department of Public Services.
Coor.dinate signage..requests .with the.,Zoning Official. Ordin811ce allows one
detached<sign for'this project.

The following subjects were discussed during the, review of this project:
1. The ,proposed non-paved., surface 'of thisparking,lot has been approved by the

City Engineer . on a temporary basis; time limittct becoor"dinatedby
applicant, the City Attorney, . the Di~ector of Planning and the City
Engineer.
2. This project \\louldbe. required by ordifianq~ toinstap landscaping\\lhich
would.total 3900 landscaping points. The applicant has indicated that he
plans to app~al..this requirement to .thePl~nin~ aIldZoni,ngCommissdon, but
the P.R.C. has advised the applicant towol"kwithstaff to develop at least
a minimal plan which. would .,' represent some ',. type of · compromise prior to filing
his appeal.
3. The Department of Public Services ha.dindicatedthat.developmentof this
land as proposed, although it will not meet ordinance. requirements, will
help keep mud off the streets, will help~rep the area maintain~d~sfar as
mowing the grass and trash cleanup, and therefore, will be. of service to the
City.
4. The City's policy' has been to require 6" 'curbing around a parking area, but
this policy > has been waived on occasion and railroad ties have beep
considered acceptable. No curbing is being proposed. for this project, and
tile P.R.C. has indicated .that. in this case, the railroad ,ties will be
acceptable.
An appeal of the P.R.C..Cand ordinance) requirements must be filed within 10
days of the review of the project (by August 10th) andwill~betakento the
Planning, and Zoning Commission within '20 days'of'receipt of the appeal.
The deadline for applying., for ,a variance to the Zoning, Board of Adjustment for
, the August 20th meeting is Noon on August 7th.
Furnish revised site plans as advised' by the ZonillgOfficialwith the variance
application forms by noon on August 7th. Additionally, 10 copies of revised
site. plans must be filed in the Planning Department with the appeaLt~i the
Planning and Zoning Commission prior to placing the item ~nthe agenda~

This letter is in referenc.e to the variances of landscaping and islands of the Rampant
Parking lot (85-411).
As I am onlytheleasee and have the property on a short term lease I wishito appeal to
the Planning and Zoning Commission on the requirements. stated.
The landscaping shall only'have'sod planted the first year. The second year the .remainder
of the plants needed to update to the standard point system shall be made.
The islands shall also be under construction at. the first of the seyondyear, which at
the time the total project shall be brought before the Project Revenue Commission and
Planning and ,Zoning Commission again.

The City h.as completed the sidewalk project along the perimeter
of your ,parkin<jlotat ,the corner of Church and Nag.le. '" You must
now ,complete the ,landscaping of the areas around the sidewalk .
This must be done no later than Friday, March 7, 1986. The,City
has placed.t.ops.oil.andprepared thes.urface in the areas where
sod is required. If.youtake advantage of .this and complete the
sodinstallationquicklytheredisle.ss chance of> losing the soil
througherosi,on. If there is any soil loss you will be
responsible for replacing itasa part of your sod installation.
Ifthesodisnot in place by the date above you will be in
vIolation of the City's Landscaping Ordinance and the approved
site plan requirements for the project and complaints may be
filed in Ml.1nicipal' 'Court.
