Dear Mayor Halter:
This is in response to a letter, dated october 25, 1984, submitted by Mr.
DavidJ.pullen,P.E., City Engineer for the City of College Station, and
forwarded to us by our Region VI office. In his letter, Mr. Pullen requested
that the Federal Emergency Management Agency (FEMA) review a proposed channel
modification project on Wolf Pen Creek in CollegeS.tation and issue a conditional
statement of belief. with his letter, Mr. Pullen submitted a technical r:eport
entitled "Hydraulic Study of Wolf Pen Creek for Texana Retail Center: Co!llege
Station, Texas," prepared by> Bury-Pittman ConsultirigEngineers, dated September
1984. This reporteontains a summary of the proposed project and hydraulic
backwater models for the reach of Wolf Pen Creek affected by the project.
Subsequently ,at thereques t of our Technical Evaluation Contr actor ( T:OC ),
Mr.PauIJ.Bury, III, P.E.,OI Bury-pittman,sul:>mitted additional data in-
eluding topographic information referred to in the aforementioned report.
From our review of the technical data submitted, we have identified the
following concerns with the hydraulic model:
. The.100-year discharge used by Bury-Pittman for this portion of Wolf
Pen Creek is significantly different from that used in the effective
FlOod Insurance study (FIS).
. The100-year water-surface elevation used by Bury-Pittman at the
downstream end of the proposed project is not the same as the eleva-
tion at the corresponding station along the effective FIS profile.
These concerns were discussedina telephone conversation between our TEe and
Mr. LesPittmanof Bury-pittmainon AprilS, 1985. AlthoughBury-Pittman's
current model is conservative in its discharges and elevations, Mr. Pi ttman
said they may redesign the proposed channel modification project based on the
discharges and starting water-surface elevations used in the effective FIS.
When plans and hydraulic models are submitted which represent. the redesigned
project and use the same disch.arges and starting water-surface elevations as
the effectiveFIS, FEMA will t"eview the project and, if warranted, issue a
conditional Letter of Map Revision (LOMR),also known as acondi tional state-
ment of belief.

If the technical data discussed in the aforementioned April 8, 1985, telephone
conversation is not submitted . within 30 days of the date of this letter, our
processing of this request 'will be terminated. If, after 30 days, weare
provided with this data, your communi ty,mayask for reconsideration of the
request.
We have enclosed documents, entitled "Conditions and Criteria for MapRe-
visions" and "conditions and Criteria for Floodway Revisions, "which further
describe the nature and extent of the material needed to support a request to
revise an effective FISandFIRM. Compliance with the criteriaoutlin~din
these documents will expediteFEMA'sreview process, thus allowing the effec-
tiveFIS and FIRMs for your community to be revised as appropriate, ini: a
timely manner.
