Proposed hotel proJect at .Jersey. and Wellborn Road
FROM:
SUBJECT:
The purpose ofthls'memo lstolnform you of the staff concemsabout thi s proJect,
theM\-2 zonIng amendment: inrelat ion to thi s proj ect, and the way this projecti s
be i n9 "hand led"bytheappllcant . I request that you review this memo and speak
to North. I feel that the Cit'lCouncil should be made aware of all the facts.
I don't know exactly what they have been told or by whom, but I am sure they
haven't been told the following information.
Th,ey (the applicants) clalmedtohavebeenworkirig very clos-ely with the staff for
eight months or more. f,don'tknow what the; r definition of "working closely" is,
but I have metwlththem, I believe, on only two occasions. The flrstwas with
their architect()renglneert<!>talk abeut the project, whlch did not include
Drew Woods' tracto.rR()berte~llaway '5 tract . The second meeting was wi thwha,t
appeared to beasecretar'l from the applicant's office. She was'unable to discuss
any details and basically justtooknQtes about the slteplan revlewand platting
process as.ldlctatedthem. Theyhav"emetwlthDavid Pullen andHarryDav is. I
nave included a memo from Harry recommendlngagainstthis proJect 'and detailing
some serious safety problems.
Wehaveagreedt:odelete this tract from the M-2 amendment which prohibits this
type of proj~ctfr()mthisz0ne. We have not gotten aleg-a-lde'scription yet from
the appllc.ant or Mr. Courtney. Ihavebeen'lnformedby the appli cantls surveyor
thattheynow'a<rebuyingora",ttemp,t1n.gto DlIya 11 of the property bounded by Luther,
,Jersey, theSc>uthernPacJflcrail right-of-way, and Marion Pugh Drive. This is
roughly five otslxtlmes the 51 ze of the proJect aso.rlg(na 11 y proposed! The
question 15, does theCounci1want to delete all this, because I suspect they have
expanded the tract sinceCo.unc'il aetlonon theM-2amendment to take advantage of
the situation. Obviously, I have no proof of this, however.
Recent events have only increa's'ed our concern. The applicant has not asked the Zoning
Officlalwnat t:heirtotalparklng requirements would be, yet they are asking to go
to the loning [3:oardofAdJustment for a parki ngvariance. \4ehave advi sed' them
that they ~houldsubmita slteplan forrevlew to theP.R.C. first, but they insist
they must go to the Zoning B.oar~d first. As they stat edto Shirley, they need to
know'1howmuchparkingvariance they can get so they will know how. much 1 and to
buy~1I I have not seen as ite plan since thef irs tmeet ingwhen they showed a con-
