This letter is a follow up, to our convers~tion las t weekregardin'9
a sewer line across the abovementioned tract. I "have enclosed a copy
of the' subdivision"plat to, aid in communication.',
The PURPOSE of this letter is to request your approval of. the
constructionofa.6inch sariitarysewerline along. the. right-of-way
of 'Holl e~an<in 1 ieu:of'the-'ori,gi nal route-aloog RegencySqua reDi-lve
and the easement between lot 15 and lot 16..
BACKGROUND
lots <17, 18 and 19 are owned by Zip'NFoodStoresand i s currently~
undeveloped. TheF...D.I .C.apparentlyownsal-loftheother lands, as
shown onthi$ pl.at,which are ,alsoundeve]oped. The previous owner did
notconstructanystreetsorutilltiesforthe Duplex lots, as shown.

gas stationandcarwashontheirproperty~ Thispro.pertydoes not
have City sewer service at this time. . The ori gina 1 route of the sewer
line to servethistractjs,snowno'n the enclosed utility plan. This
alignment woulcfobviouslyallow the ofderlydevelopmentof ,thedupl e,x
lots that have been platted. last summer, a Realtor who was working
for First Natlonal Bank of,Navasota,suggestedtha~thesewer"line be
constructed either a long the back property line or' along ,Hall eman.
This was to allow, the Bank (or a buyer) theflexi bi 1i ty torep 1 at
these lots into a single large commercial tract of land. This is
primarily because of the over supply of rentaluni ts on the ma rket
and the nonexistent market for duplex lots. Zip'NFood Stores agreed
to the" change and hired my firm to design the sewer line along Holleman
Drive.

ThisdesignhasbeencompletedandZip'N Food Stores is ready
to begin construction. 'Since this line was .origjnallydesigned to
accommodate approximately one~nalf {1/2J of the platted duplex lots,
the "City Engineer has requested that the Owner of these duplex lots
give thei r concurrence to. th i sre de sign.
SUMMARY
It is my professional oplnlon that the Owner of the duplex lots
(F.D.I.C.) ,has two choices with regard to the sewer Jine constructi'on:
ONE: IfF.D.l.e.wants to continue to develop (or market} this
tractastwerity-s ix(26) dupl ex lots., thenT.D .,1. C. s houl d
requestthatthesewer,l'i nebeconstructed'along Regency
Square Drtveand a 1 ongtheeasementsprovided.
TWO: ,If F.D.I. C.wa.nts to market -thi s 't~act in 'any other con-
figuration..{suchas asingl ecommercial1ot), then the
trac~tshould'notbeencumbered by theconstructi on ofa
se'wer l'ine through themiddl e. But rather ,theiOwners haul d
concur with moving the line up to'Holleman Drive.:

presently a market for duplex lots. The marketability of
this tract is enhanced by some us'e along the commercial or
neighborhood commercial lines. Therefore, to construct a
sewer,line across the middle would reduce the flexibility
