were anticipatedln the area annexed last year. Of these 225 acres, approxi-

development policies with respect to the proposed use.
The area (89.24 ac) of requested C-1 zoning exceeds the amount
anticipated in the Land Use Plan. Approximately 225 acres of
commercial uses were anticipated in the area annexed last year. Of
these 225 acres, approximately 150 acres. of commercial uses were
proposed to be located within the 2300 acres held by the City and JAC
(based on the pt:'eliminary development plan of "The Parks'~ Since
annexation in October, 1.983, over 80 acres of commercial zoning has
been established in the annexation area.
In addition to being in excess of the amount of commercial area
planned, it is difficult to justify this .amount of C-l zoning. A
breakdown of current and pr.oj ected commercial zoning/uses follows:

The above figures are not intended to reflect no need for any
additional C-l zoning. Areas identified as appropriate for commercial
uses should be zoned as such. The current commercial zoning total
includes some tracts which are zoned C-l but reflected as some other
use on the Plan. There are also tracts which are not zoned for
commercial uses, but, ate reflected as commercial on the Plan. The
amount of cu'rrent commercial zoning and areas reflected as commercial
on the Plan allow for the provision of ample commercial area while
maintaining compliance with the plan. Additional commercial areas are
anticipated on the other side of SH 6-e- ~~, G..V'~~~1. ~ tf~'-V'~\() 4
The staff would recommend approval of a 40 to 50 acre commercial area
at the intersection (as reflected on the Plan). This would allow for
a transition in zoning intensity toward the North. Such action would
not preclude the possiblity of additional commercial zoning on this
tract should there be a change in conditions.
