We have been asking those whodevelop~pr;'operties to make all reasonable attempts necessary not to increase the post development rate of runoff or concentrateithedischarge i na manner which will cause damage to'downstreamproperti es. Large sites create large volumes of runoff and impact their neighbors more severely. Therefore, they have a greater responsibility to be a "good nei ghbor" and provide more control of their problem. ~, ". Recently, all projects which are greater in area than 1/2 acre and which propose to cover more than 40% of the; r areaw; thimpervious materials, have been required to submit a drainage study tome for consideration and approval. In order for me to review a proposal, I ask that an estimate be made of the rate of runoff beforedevelopme:nt, the rate of runoff after development with no effort 'to control the sameandi;th'e rate of runoff when controlled. O.Boxl0087 College Station, Texas 77840 Dear Mr. Rinehart: At the time your building passed final inspection for its Certificate of Occupancy, I received from you two letters of intent which stated: (1) The church would replant the 9 dead pine trees in the large island where your sign is located by October 15; (2) Problems ,involving undersized parking (regular spaces - 11 at 9 ft.,: handicapped space -one at 12 ft.) would be resolved within 30 days (by August 6). At that time, r decided that you could cross-stripe the inadequate spaces for motorcycle parking. This would be a much more lenient solution, ratherth,anrequiring the church to tear out concrete curbing in the island to 'widen the spaces. \.... This letter is intended to remind you of your Oct. 15 deadline for replacement of the 9 pine trees. If you have any questions regarding species selection, please consult theTAMU Horticultural Extensio'n Service, the College Station Forester, orme._ Also at this time I am informing you that the remaining trees on the 'site (live oaks and crepe myrtles) which.have died since the Certificate of Occupancy must be replaced within 45 days (Nov. 27,1984). This is required by Section 7-D.4.(8) of Ordinance 850, the Zoning Ordi.nance which reads: 7-D.4.(8) Replacement of dead landscaping must occur within 45 days of notification. I will additionally request at Court ..that . corrections ,to the undersized spaces be resolved by tearing out 'concrete in the islands to retrieve the footage needed. If any of the above situations (landscaping and parking) are not corrected by the appropriate deadlines, complaints will.be filed in Municipal Court.
