Pullen, City :~ TO: RE: Insurance Claim- Mre a Mrs" Glen Green, 427 ChimneyHill Drive, College Station, Texas I have reviewed the claim submitted by Glen and Kathy Green, 427 Chimney Hill Dr. forstormwaterdamage which occurred on Oct. 14, 1985. I have visited the property to observe the area. I observed ,the storm drainage pipe and found it appeared to be open. I found that a board fenc ehad been constructed perpendicu I arl yac ros s the dra i nag-e eas emen t adjacent to the house and that the driveway opening to the residence was the lowest po intots torrnwa ter overf low adj acent to the storm drainage inlet grate. The garage is constructed below the level of the private access alley with little. site dra~.nage to divert wate:rr around the buildings. The storm sewer grate inlet had been broken and repaired by welding a steel plate over the 3' x 4' grate. Slots had been cut in the steel plate to allow water to flow in, however, the effective drain area had been reduced an estimated 80-85 percent. I inquired of our Director of Public Services if his department had repaired the grate. He said that they had not made any repairs on the grate. The subject of drainage was discussed with the builder of Mr. and Mrs. Green's residence at the time the site plan "vas reviewed by the Ci ty. A summary of the highlights of that di.scussion was included in the minutes of the Project Review Committee. A copy is attached for your reference. In conclusion, it is my opinion that the City of College Stationwasn' t and isn't responsible for the flooding of this property. Remedial action taken: To reduce the possibility af areaccurrence of the flooding the drainage grate in the private access easement behind the Green's residence was removed and the inlet protected with barricades by Public Services personnel.
