This memo responds to your request concernlng the trafflcimpact on Spring Loop
from a bank drlve-throughproposed to be located on Lots 6-10 Block 0 fronting
Spring Loop (UnlversltyParkllsubdivislon). The developers wish to purchase
and lncludethes,elots as part of theWoodblneOfficeTower because ,the existing
site does not have enough area . to include a barnkdrive-through wi,th current park-
ingrequirements .Iconsi dered3a lternates: (1 ) Two access drives onTa rrow,
no access,ontoSprlngtoop; (2)Two access drives on Tarrow, bank drive-through
trafflcexlting to Spring loop; and, (3)Oneaccess drive on Tarro,w~, bank drive
through traffic exIt I ng to Spring Loop, Iwaspr imari ly concerned wi th the effect
of 4Sveh/hr generated by the drive-throughfacil1ty on the Tarrow-Spring loop
intersection.

traffic growth. One alternate proposed by'Bry'an's cons.ulting firm is to make Tarrow
and E. Tarrow on'e-way palrs'as shown in Figure lb. I felt that this would have a
great effect on through tr,aff lc'us i ngSprlngLoop (fi g. 2-3). Therefore, t have
assumed tha't theone-waypaJral ternate'wlll be rejected and that access will be
provided to traffic leavIng E, Tarrowat University Drive. The'projected traffic
volumes based on this assumpti'onareglven Infigure 4.
Based on thecapaci ty analyses of the Tarrow-Spr i ng Loop intersection, I would
recommend denying any access to Sprlngtoop to the Woodbine Office Tower developers.
The lots fronting Springtoopcouldbeincludedas part of the development ifal1
access is confined to the two drives on Tarrowas shown on the current site plan for
this project. The 4S veh/hrgenerated by the bank drive through would significantly
reduce theava il.ablecapacl ty for Spr ing Loop t raffi cat the Tarrowi ntersect ion
during peak periods. I recommend that the'access drive on Tarrow closest to Spring
Loop be constructed at least 40 feet in width. to prov I de a separate 1 eft and right
turn for traffic leaving the Woodbine Office Tower site.

After researching files and trying torememberevents,I think that r was under the
impression that the WoodbinelHilton shared parking agreement had been executed
prior to the issuance oftheWoodbinebuildingpennit. This was the result of a
conversation with Lowell Denton at that time. After the Woodbine permit was
issued the Staff f'oundthat. the agreement, had been drawn up and sent to Sunbel t
Hotels but no signatures had been received. Since the projects were represented
together atZBA and are so closely related(by .sharing access and parking) I
requested the executed agreement prior to the Hilton permit. If you do not feel
that this is appropriate 1 will take the following steps:
(1) I will issue the Hilton ,permit once I receive either parking_agreement
between the Hilton and Creekside or a revised site plan eliminating
the parking encroachment.
(2) I will notify t1ac Randolph -of this today.
(3) I would ask you to call Cully Li,pseyand try to get a feel for whether
there'is a chance for the shared'parking agreement.
(4) I will notify, (in writing) the ~Joodbineandinform them that no
C.O. will be issued until we have the shared parking agreement in
hand or another hearing before ZBA to grant a parking variance without
any cross parking agreement.

a parking varlanceby the Zoning Board of Adjustment on January 17,1984, contin-
'gent on the condit,ion that an "enforceable., shared parki ngagreement acceptab 1 e
to the CIty between the Woodbine and the adjacent Hllton hotel project is
furnished to the City." Apparently this agreement has been difficult to obtain.

the eventual occupancy of the Woodbine as a~ office building:
PLANNING
Spaces numbering 384 must be striped at minimum 9' by 20'.
Landscape plan dated 5/1/84i8 acceptable with the following
revisions:
-Crepernyrtle trees shall be 6'-8' ffi1.n1mUm height

(then use 1 gal.) 10,' points per, shrub allowed
-There are only 5 existing trees and the point value -given

-Parking lot shall be cleared of all debris and sediment.

appears to be from this project. this must be cleaned up.

Prior to re-permitt'ing this structure, given the long period of time
that. has ,lapsed since any construct.ion has Been. done,. we · feel that some
i nspecti on and passibl e certi fication of~allsystemsinsta lled is
warranted. , Such certification should be done byaregistered professional
engineer and shouldi ncl ude, all structural". elements, plumbing systems,
sprinkler systems, HeV.A.C. systems and electrical systemse
Proper installation is really not the question here. Weare concerned
ma in ly with deteri orati on due to these elements and systems beinge'xposed
to the weather for an extended peri odof time. Of parti'cul arconcernare
the structural joints which ;'n'somecases'wereleft unprotected, There is
also the possibIlity of sub-contractors removing systems that had been
tnspectedearlier and a survey would be beneficial in turning up these
little glitches.
In addition, we would 'require plans> for all elements andsys.tems not yet
in place as well as any changes to be made to such already in place.
Three complete sets would be required for permitting as well as the
customary licensing and permitting bond.

the alley lot 5 has access to the alleyway and via the
a,lleyway to Spring Loop Street. This right of access via
the public alley remains val~d perpetually.
