MEMBERS PRESENT: Mayor Halter, Council Members Runnels, Boughton & Nemec MEMBERS ABSENT: Members Prause, Ringer & Jones S'TAFF PRESENT: ,Director of Planning Mayo, City Secretary Dian Jones, Administrative, Secretary-Martin & PlannIng Techn.ician Volk The Special Meeting of the City Council was called-to order shortly after 2 p.m. Pu'rpose of the meet ing was tohol d ap.ubli c hea ring on the site of a t ractof land (appx. 52.3 acres) on which annexation is being considered. The public hearing was opened. John Heyde, representative of Area Progress Corporation which has requested annexation explained the current plans include commercial development along Texas Avenu.e with multi-family residential development toward the west. Al Mayo gave the general layout of the landfor council members and public attending. He also.explained the service plan which has been proposed. A lady who.only would identify herself as a neighbor of this property spoke and asked various questio.ns,i.e., ,how much would-taxes be raised, how long for water lines to be completed, why is city annexing this land, how can growth of the City of College Station be stopped because it is only detrimental to the health and wellbeing of the populationa~d caused more traffic on Graham Road, which raises dust. Another lady, also a neighbor identified herself as Olive Arnold, and indicated that she wished this project would not go in next door to her, but she believed there was nothing she could do about it~ The first lady asked about water lines, and hoped they would not cause her to have less pressure than she already had. Mayor Halter indicated that it could not affect her water supp'lyor pressure because it would be water from the CLty of College Station, and. her water supply Was from Welborn. John Heyde explained that the developer preferred going through, the annexation process not only forutiliti'es, but because it was a more orderly process than simply building a subdivision out in the country. Mayor Halter explained there was nothJ~g to keep developers from doing Just that, and if the City did annex the property, it could then have some controls over it. No one else spoke.
