Mr. Callaway explained the pl.at and pointed out the difference between this plat and the
original preliminary plat. He informed the Commission that Council had approved this
plat on November 16th. Mr. Hall asked that when the Final Plat is submitted that access
be restricted off the cul-de-sacs, and Mr.\ Callaway. pointed out lots 12, 13& 14 on
Glenhaven Dr"ive.' Mr~ Behl.in.g wanted the motion to include that all lots held for reserve
to indicate by note "reserved for future subdivisionll. With those conditions to the Final
Plat, Mr. Bail.ey made a motion to approve this Prel iminary Plat with Mr. Hall seconding.
Motion carried unanimously. '
Parking Lot Plan for the Central Park
'Central Park Lane in.Eastmark.
Mr. Callaway explained said staff recommends approval with the P.R.C. re-
commendations. Tim Keneipp' advised the landscaping was restricted by the Eastmark Deed
Restrictions. Mr. Bailey asked about the sign and Mr. Callaway informed him that A-P
zoning does not allow a sign except an address sign which is referred to in the P.R.C.
memo. Mr. Kelly made a motion to approve this plan with Mr. Bailey seconding.' Motion

Mr. Behling invited Mr. Merrill, developer of this site, to speak and he came forward
and said he had met with staff and pointed out parking for each unit is being provided,
that he needed the number of units being proposed to make a viable project, and pointed
out apartments incloseproxlmity which had been allowed. He further said he had attempted
to coverallordi nance requi rements to deve lopth is proposedp lan. Mr. Behl i ng asked
about a drainage study and Mr. Merrill said it would not be necessary according to Mr.
Pullen until building permIts were applied for. Mr. Hall asked about the possibility
