They must be approved before construction is to begin
and shall be installed before issuance of a Certificate
of Occupancy.
2. The proposed manhol~ to be installed atsta~2+42 of
the existing 811 sanitaryse\ft/er line as shown on sheet
CE-7,will be constructed at the owners expense. All
work must be coordinated thru the office of the Water
and Sewer Superintendent.

After researching fi'les>and . trying to remember events ,I think that I was under the
impression that the Woodbine/Hilton shared parking agreement had been executed
prior to the issuance of the Woodbine building, pennit.. This was the result of a
conversation with Lowell>Denton at th~t till1e. ,'Afterthe~Joodbine permit was
issued the Staff,founcl thattheagre~menthad been drawn up and sent to Sunbelt
Hotels but no signature~hadbeenrecetved. ... Sinc:e the' project$ were represented
together atZBA~ndaresocloselY related(by sharing access and parking) I
reqvesteo the~x~cl..lted agr~ementpri()rj:o the Hiltol1< permi t. If you do not feel
that"this is appropriateI<willtakethe following steps:'
(1) I'willissuetheHiltonpermitonce I receive either parking_agreement
between the Hilton and Creekside or a revised site p'lan eliminating
the parking encroachment.
(2) 1 will notify r~ac Randolph ,of this today.
(3) I would ask you to call Cully Lif)sey and try to get a feel for whether
there is a chance for the sharedparkin9 agreement.
(4) I will notify (in writing) the rJoodbineand info.rm them that no
C.O.willbe issued until we have the shared parking agreement in
hand or another hearing beforeZBA to grant a parking variance without
any cross parktng agreement.

the past ten years regarding, platin~, replatting; infnrstructure and site
development, on the above refereIlCetl property- ,The . location referenced
as"20'sewereasement 399/584" is the Jocation of an 811 sanitary sewer .
constructed priort() 1980. ThiseaSemeI1t is shown in plats and replats
beginning in 1981. The most recentreplat, 1984 for the Hilton
development relocated that sewer line away from the Hilton building foot
print. The replat, filed in the Deed Records, of Brazos County, Texas on
1\.pri16, 19841s found in Volume6730npage30L
1\.s a result of theHiltond~velopmentother sanitary sewer lines were
also relocated. ,The replat, 673/301., also reflects the relocation of
easements to cover those sewer lines~

In all cases, the easements which once covered active sanitary sewer
lines were abandoned. Thereplat,<673I301, is the instrument of
abandonment and dedication and shows the current easements. It also
reflects the location of the sewer lines which have been abandoned as
part of the development of the ,Hilton. These lines have not been in
service as publiG..lines,Since 1984wh~nmy,office accepted the' relocated
sewer lines as publicinfrastructure. '

(1) There ,aresomeirregularitie,s <which must be taken care of
before a building ,permit can be issued for this, project.
However, it does not appear that the commencement of
founda:tionwotkza,tthis time" would be adversely affected
by these ,irregularities.
(2) The two ten foot openings from the parking lot to Fedmart
Drive 'must be removed. If storm drainage is required in
tba tarea"a pipe shall be ins taIled toC ity of College
Station Standards ,and an easement granted for the
conveyance of. water.
(3) Some of the parkin.g lot gradient is not acceptable to the
park inglayout. Automob'i lessbould not be parked ata
slope st.eeper than 4%.. Tbeymay be parked across ,a slope
of up to 10%. Agreaterslop,etban that is not recommended
since'that is the maximum slope for general public ramps.
(4) The grading plan is generally acceptable, however, there
are somedetail.swhichneed to be worked out with this
office before a Building Perrriitcan be recommended.
Namely: Parking gradient; state approval of details for
driveway.entrances and drainage structures in State of
Ri~ght-of-Way.
(5) The drive entrance will need to be approved by the Sta,te
Highway Dept. Tbere is some confusion as to the
configuration of that drive which must be cleared up before
a permit is submitted for.
(6) Public Utilities are being reviewed at this time and must
be approved before a Building Permit can be recommended.
(7) Your drivewaymateria.ls detail' will not accommodate your
traffic loadfpra 35 yearclesignperiod, I expect, if your
business is, moc:lerately successful. I ' would, expect,~hat ,the
driveway paving detail as shown to have a life of less than
5 year s. '
