I have <reviewed your revi sed <site plan and further considered the' effect
of adding fuel dispensing> service to the activities of . thi s site. In
consideration of the poor site distance along Kyle South as vehicles approach
this site from the. north and the increased number of vehi clesenteri ngand
lea vi ng t he Kyle South access point a s a res ulto f purc hasingor prepa ri ng
to purchase fuel I cannot recomrnendthe.changei n your site plan adding fuel
dispensing equipment
In my oPinion,...thesitedlstanceRr()hle~lscaused..bY the. street alignment
and other physical features outs.ide the. paved trav~l way which.prohibits a
driver fr9mobservingvehiclesenteringor exiting at your Kyl e. South access
point insufficjent time to consistentl;y<andsafe1y<avoida collision. I
cannot recommend any<changeinyour site .whi c hmay increase traffi'c. a round that
access point.

plan which includes gas pumps at the east end of the shopping center.
Theconcensusofthe P.R..C. .is that the inclusion of the gas<pumps on
this plan will be acceptable if the curb cut proposed on Puryear is
closecl.

City Engineer's Comments:
Since 19830necha.nge has taken place at th;i.f) site which should
be considered. The posted speed limit on .. SouthKy~ehasbeen
reduced from 30. to 25 MPH, primarilybecause.of>the short dis'-
tance.fromthecurve in the street to the stop>sign>.onDominik.
The. driveway. was p~rmitted in the original.sitepla.nreluctantly
because it was felt it would be primarily used for access to the
back of the building. and therefore traffic flow would be minimal.
Also it was required to be posted "No Left Turn" out of <the
driveway to further reduce the potential for serious vehicle
accidents.
Data from our traffic records since the drive has been opened
does not positively identify the number o.r type of accidents
wh.ich might . have involved vehicles using the drive. This is
because of ,the coding used to identify the location of accidents
references street intersections and not driveways. I. am not
personally aware of any accidents nor has my> office been asked to
evaluate any traffic problems inthisareawhichmayhaveresul-
ted from accidents.

located off of the East By-Pass and Sebesta Road.
Staff reviewed the above mentioned parking lot plan on Thursday,
october 10,1991 and made the following comments:

The proposed hurricane fence should not pose a prabl em in
the future expansion of the building. The project review
