The proposed subdivision is 159.381 acres and lies within the College Station Extra Territcirial Jurisdiction in Brazos County , Texas. This subdivision is designed for singlefamilyresidences.only. It is well planned with a gradualde~rease in single family density from the front of the sub- division to the rear. 'The Shenandoah Subdivision will be highlighted by an appealing brick and cedar entry, as well asa centrally located 4 acre recreational area. The recrea- tional facilities will include lighted tennis courts, swimmingpool~ club house, office, playing fields, and well landscaped.park area. These facilities will be provided in the first phase of development. All sU.bdivisionspecifi- cations meet College Station codes and standards, in many cases exceeding them. The overall development plan fits wit!ti~the College Station City MasterPlan 2000. To makethi,s a viable subdivision in the College Station E. T. J., the developer;,; Shenandoah Ltd., will petition the City for annexation when the finalp.l'at 'of Phase I ,is accepted .by the ci ty. On August 30,1982the developer and Wellborn Water Supply Corporation reached a tentative agreement' for supplying water to reside.nces" and fire hydrants within the subdivision. It has been~ndicated to the developer, by the city. staff and Plan 2000, that the logical growth of the city will be in a.southernly direction. Further indication of the anticipated direction is the large tract of land purchased by the City, south of the proposed Shenandoahsubdivisioll. The city Mr. Ash December 7, 1982 Page 2 industrial park and the proposed subdivision will be mutually benef:ited in sharing costs to extend present city services south to these developments. On Thursday, December 2, 1982 the preliminary master plat was presented to the city Planning and Zoning Commission. City Planner, Al Mayo, recommended the commission accept the preliminary plat, as presented,. with the stipulation that final approval be granted after the 'subdivision is annexed. The developer feels this recommendation with no changes, reflects the extensive good planning. As the meeting was not a public hearing, the developer wasn't able to address some of the comments made by city staff and commission members. The developer wishes to take this opporuntiy to answer possible concerns and solicit your suggestions or criticisms that can be integrated into the planning process. With this spirit of cooperation, we hope to avoid problems that have arisen in other subdivisions and become an attractive, well planned portion of the City of College Station. We have already addressed<the issues'of utility avail- ability and municipal services. Another concern of the Planning and Zoning Commi'ssion was access to the subdivision. The developer consulted with the staff and learned Barron~oad is to be considered amain collector street. In the future, there will be a controlled main interchange at Barron Road and Highway 6. In the developer's opinion, any entrances to the subdivision, closer to that interchange, than those.alreadyplanned,would be unwise. Mini- mizing entrances onto Highway 6 was a goal of the subdivision, compatible with the City Staff positions of reducing curb cuts onto major thoroughfares such as Texas Avenue and University Drive. The property along Highway 6 south of the subdivision will not be available for future development. Continuation of the subdivision in that direction is unlikely. As a result, no other Highway 6 entrances are needed. The developer does expect development of the property west of the subdivision. One entrance south of Barron Road and west of the subdivision is therefore anticipated. Another entrance west on Barron Road was studied but rejected due to drainage considerations and anticipated re- engineering of a bridge on Barron Road. That bridge would be inadequate with further development to the west. We met with County Commissioner Bill Cooley to discuss our solutions for pub- lic services to the development. Commissioner Cooley. was most supportive, his primary concern being that the subdivision meet the City of College Station's requirements. We hope this letter has been informative for you regarding the Shenandoah sub- division. We feel we have answered the questions posed to date. In summa- tion, we propose the following: 1. The developer will petition the City of College Station for annexation upon approval of the final plat of Phase I. Mr. Ash December 7, 1982 Page 3 2. The developer and City Staff to work. together to recruit othe'r property owners to join the annexation petition. As a result of this petition, the City will not. be required to use any port:i.on of the 1983 annexation allotment for this development. 3. The developer and City to have a letterQf agreement to operate and provide municipal services to subdivisi()nresidents, should annexation not be complete. (This agreement to include but not be limited to fire, police, garbage collection and disposal, operati()n of the sewage plant provided by the developer, and the billing/collecting ()f fees necessary for these services.) Utility Construction Inspection:, Donald Garrett,a registered professional engineer by the State of Texas, will perform on-site inspections of utility construction~ Certification let- ters will be provided to the City of College Stati()n regarding these on-site inspections, to insure all construction andmateri~lmeet or exceed existing city specifications. 2. Sanitation Facility: Prior to annexation, Shenandoah Ltd. is negotiating with two independent state-licensed' sanitation operators to operate the s.anitation facility. Upon the suggestion of the City Engineer, Shenandoah will.attempt to execute a con- tract with the City of CollegeStati()n as operator of the Sanitation Facility. When annexed, the city will lease and operate the facility. 3. Water Service: On August 30, 1982, Shenandoah Ltd. executed a contract with the Wellborn Water Supply Corporation to supply water service to the subdivision. Wellborn Water Supply has a contract with the City of College Station, whereby Wellborn W.S.C. can buy water wholesale from the City at various points along their system.. Shenandoah Ltd. will construct a transmission line fromthe.most southern point on the City of College Station System, in the size and amou,nt required to provide adequate s.ervice to the, development. 4. Electrical Service: Prior. to annexation, Bryan Rural E.lectric Authority will provide service to the development. If annexation o~curs, the City,of College Station, via Gulf States Uti.lities, will be responsible' for electrical service. On-site electrical service will be underground. Any additional cost for installati.on of the underground service will be borne by the developer of Shenandoah. 5. Fire Protection: The' on-site water transmission-lines will be designed to provde adequate pressl1.resrequired for fire protection service. Security: Prior to annexation', the development would be protected by th'e Brazos County Sheriff's Department. In addition, a community crime watch program administered'by the Homeowners Association will be established. Solid Waste Disposal: Prior toannexation,ShenandC).a.h Ltd. has contracted with an independent disposal~oll.lpany to provide solid waste dis.posal service for the development. Solid waste will be deposited. .at the county land fill. Additionally, Shenandoah Ltd. will attempt to contract with College ~tation to deposit solid waste at the city landfill. Upon annexation, theresponsibi-lity will be w~th the City of' College Station,. The service will be paid by the residents of Shenandoah. 8. Animal Control: Prior to annexation, Shenandoah will establish animal control guidelines and leash lawsconsistent'with current city specifications.
