Explain or give evidence of the following:
(1) The changed or changing conditions in the area or in the City making
this zone change necessary:
The balance of land owned by Windwood Joint Venture is 20.965 acres.
Of this land approximately half is zoned R-1. We desire to sub-divide
the entire tract for single family residential lots.

The zone change is in accordance with the Comprehensive Plan; or if it
is not~ then why-rs the Plan incorrect?

All other reasons to support the zone change:
We cannot sub-divide the land without this zoning change.
