(1) The changed or changing conditions in the area or in the City making
this zone change necessary:
ADJOINING PROPERTY HAS RECENTLY BEEN ZONED FOR LOW AND MEDIUM DENSITY
RESIDENTIAL USE. ALSO, THE HOLLEMAN DRIVE EXTENSION WILL FRONT ON
THIS PROPERTY, PROVIDING ACCESS FOR RESIDENTIAL, PLANNED INDUSTRIAL
AND EMERGENCY VEHICLE PURPOSES.
(2) The zone change is in accordance with the Comprehensive Plan; or if it
is not, then whYls the Plan incorrect?
THIS IS NOT A CONTENTION THAT THE MASTER PLAN IS INCORRECT. CHANGING
AREA CONDITIONS AND RECENT RESIDENTIAL DEVELOPMENT IN THE IMMEDIATE
