CASE NO. 82-140 - REQUESTED R-l TO C-3, LOT 1 ,"BLOCK 4, ANDERSON RIDGE
CORPORATION SECTION 2:
This lot is located on,the north side of Holleman Drive approximately 650 feet
west of Texas Avenue. The lot is 5.288-acres in area, has 320 feet of frontage
along Holleman Drive, and 500 feet of frontage along Park Place. The lot abuts
the City of College Station water tower site and an automobile dealership on the
east side. There is an existing apartment project on the west side of this lot.
There are several single family residences in the Park Place area north of this
lot.
This area is reflected as Medium Density Residential on the current land use plan.
The consultants preliminary land use plan reflects this area as an administrative-
offi ce area.
Adequate water is available for development of this lot at the current or requested
zoning. Sewer capacity information is pending and will be presented at the meeting.
The staff recommends denial of this request for the following reasons:
A. The lot is 5.288 acres; this is larger than the maximum lot size
of 3 acres recommended by the Planning Commission in the proposed
amendment to the District C-3 Regulations.
B. The lot abuts an existing apartment project as well as a developed
single family neighborhood. A lighter intensity zoning district
would be more appropriate adjacent to these residential areas.
C. The requested zoning district is not in compliance with the current
comprehensive plan. C-level commercial uses are not recommended on
either the existing plan or the proposed preliminary plan.

CASE NO. 82-717 CONDITIONAL USE PERMIT REQUEST, DAYCARE, 1713 TODD TRAIL:
This request is for a conditional use permit for the operation of a registered
family home to provide daycare services in a private home, 1713 Todd Tr~il.
The applicant's request includes a maximum number of 10 infants, Monday through
Friday, and a request for a maximum of 20 children on Saturday afternoons with
home football games. I have been contacted by the appl icant and she has
informed me that she would be agreeable to revising the maximum number of
daytime children from ten downward to six or four. Our Zoning Ordinance would
allow three children to be kept. without a use permit.
I have received a number of phone calls from residents in this area. It
appears that neighborhood opposition to this request is likely.
CASE NO. 82-140 REQUESTED R-l TO C-3, ANDERSON RIDGE SUBDIVISION:
This request was tabled at the November 4 meeting of the Commission. The
applicant has met with Staff and indicated that he would now nequest 3 acres
of C-3 Planned Commercial zoning with the balance of the tract along the
apartment area to be zoned A-P.' This area is reflected ont=Ae consultants
preliminary land use plan as Administrative-Professional. The tract does abut
a commercial area on the east side. A-P has been identified in the proposed
development policies as an appropriate buffer between commercial and residential
a rea s .
We are currently seeking accurate sewer capacity information for this tract.
This information should be available at the meeting.

CASE NO. 82-317 REVISED PRELIMINARY PLAT, GLENNHAVEN ESTATES:
This preliminary plat was reviewed in a Presubmission Conference held on
November 2, 1982. A copy of the Presubmission Conference Report is enclosed.
Approval of the plat in accordance with the Presubmission Conference Report
is recommended.
CASE NO. 82-447 PARKING LOT PLAN, CENTRAL PARK ATRIUM:
This site plan was reviewed by the Project Review Committee on November 2, 1982.
A copy of the PRC report is enclosed. Approval in accordance with the PRC
report is recommended.
CASE NO. 82-534 PROPOSED SITE PLAN, CHERRY STREET APARTMENTS:
This site plan was reviewed by the Project Review Committee on November 2, 1982.
A copy of the PRC report is enclosed. At the PRC meeting concern 'for the
density and intensity of development of this site was expressed.
