Explain or give evidence of the following:
(1) The changed or changing conditions in the area or in the City making
this zone change necessary:
The area proposed for rezoning was originally recommended
to be zoned C-1 by the City staff in 1973, but this zoning
was never pursued because of problems in providing
sani tary sewer servi'c€ at tha t time.

The zone change is in accordance with the Comprehensive Plan; or if it
is not, then why 1s the Pl an incorrect?
This is not in accordance with the comprehensive
plan, although the major portion of the adjacent
properties is zoned C-1.
(3) All other reasons to support the zone change:

The width of the property inhibits residential development
(after providing a street right-of-way.
There would no
longer be sufficient depth for development), also
this tract would provide enough depth for a "Center"
and not be strip type commercial.
The remaining
R-3 would provide a transitory buffer between the
C-l and R-1 zones.
