Appropriate zoning classification for commercial
greenhouse operations
The Planning and Zoning Commission recently requested that the Staff
determine the appropriate zoning classification for commercial greenhouse
uses. The zoning classifications in question were districts C-1, C-3,
A-O. In response to the Commission's questions, the following inter-
pretation was offered:
1. Plant nursery sales are a listed permitted use in district
C-1. District C-3 provides for retail sales and services.
Following a review of our ordinance and ordinances from other
Texas cities, it became apparent that greenhouse facilities
and plant sales are typically restricted to commercial
zones which are more intense than C-3 is intended to be.
It is the Staff interpretation that commercial greenhouse
facilities are not a permitted use in district C-3.
2. District A-O lists as a permitted use "truck garden (including
greenhouse for commercial purposes)." It is the Staff
interpretation that this listing is intended to provide for
greenhouse and truck garden facilities where products are
grown for commercial purposes would be transported elsewhere
for retail sales. It should be noted that there are no
permitted uses in district A-O which are typically considered
to be retail sales.
The Commission also requested that the Staff consider the
possibility of allowing commercial greenhouses as a conditional
use. The Staff advised the Commission that commercial greenhouses
would not be an appropriate conditional use as this would allow
an intensive commercial use to be carried out in any zoning
district with an issuance of a conditional use permit.
Please review the above interpretations and revel ant portions of the
Zoning Ordinance. If you feel that any changes would be advisable,
please contact me.
