AGENDA ITEM NO.3&4 Requested C-l to R-5. Meadowland Street by Homefinder
Realty. The tract 4nder consideration is located along the east side of
Meadowland St. across from the recently developed Northpark Addition. The
Northpark Addition was rezoned to R-5 in August 1980. and was developed by the
applicant of this current request. The Northpark development upgraded the area
by providing improved access and util ities.
Properties adjacent to the subject tract are zoned R-5 Apartments Medium
Density, C-l General Commercial, and C-2 Commercial Industrial. The tract
under consideration has an area of 43.264 square feet. This would allow for
a maximum of 23 dwell ing units if the entire tract were zoned R-5.
A portion of the subject tract is a 20' wide access easement which extends
from Meadowland to Texas Avenue. This easement, along with an additional
20.01' width form a 40.01' wide "panhandle." This portion of the property will
be difficult to develop and will serve to 1 imit the number of units that can be
built.
The Meadowland area is reflected as being Medium Density Residential and
Commercial on the current Comprehensive Plan. The request before the Council
is in character with the plan and the area.
Approval of the request is recommended, with the exception of that portion
of the tract which is only 40.01 I in width. This area, if left Commercial,
could be incorporated into any future development or redevelopment of the
existing adjacent commercial property.
On April 16, 1981 the Planning and Zoning Commission recommended approval
of the rezoning, excluding the 40.01 I wide access way, by a vote of 6-1.
AGENDA ITEM NO.5&6 Requested C-N to R-4, Welsh at Nueces, by Enloe
/ ~ Construction. This 3.34 acre tract is located along the west side of Welsh
x::' at Nueces. Adjacent tracts are zoned C-l and R-l. The adjacent' R-l properties
are owned by the College Station Independent School District, and include the
school's new maintenance facil ity which is along the rear of the subject tract.

The area in which this tract is located is r~flected as commercial and
low density residential in nature on the current Comprehensive Plan. The
area bounded by Welsh, 2818. Wellborn Road, and Southwest Parkway, including
tracts fronting along the North side at Southwest Parkway, was the subject
of an extensive study and rezoning process during the period from September
1977 through February 1978. This process was initiated by a petition
submitted by area residents, in which they expressed concern for the potential
for multi-family development in the area. Prior to this study (which included
the subject tract) and subsequent rezoning, the overall area had a potential
for the development of over 3.000 multi-family dwell ing units.
After the study and rezoning process the area was zoned to provide for
a potential of approximately 2,300 single-family, duplex, and multi-family
units. This rezoning was in accordance with the Comprehensive Plan.
There are currently 68+ acres of undeveloped R-4 and R-5 properties in
the area bounded by and fronting, on Southwest Parkway. Welsh, 2818 and Wellborn
Road. There are al~o a number of vacant R-5 and R-4 zoned tracts south along
Welsh, (in Southwood Valley) including 99 acres zoned R-4 by Council on March
12. 1981. The current C-N zoning of the subject tract requires approval of the
site development and use of the tract by the Planning and Zoning Commission.
The Commission can insure that the use of the tract is compatible with the
neighborhood and nearby high school.
On April 16, 1981, a motion to recommend approval of this reque~t by the
Planning and Zoning Commission failed by a vote of 3-4. The recommendation
of this office is for denial of the request. The reasons are:
(1) The request is contrary to the existing Plan and plan
implementation efforts undertaken by the Commission
and Council in 1977-78.
(2) There is a large amount of undeveloped R-4 and R-5 zoned
property in the area.
(3) The current zoning of the subject tract provides an
opportunity to provide neighborhood commercial uses to
serve the area, particularly after development of the
now vacant apartment zoned tracts in the area.

Mr. Enloe and his associates have been making claims that I absolutely
assured them of the approval of this rezoning request several months ago. and,
based on that assurance, they purchased the tract. First. I never absolutely
aSsure anyone that they can rezone anything! I honestly do not recall exactly
what r told them, but I am absolutely sure that it wasn't what they claim.
'Many people tend to hear and interpret what they want instead of listening.
I fully agree with Mr. Callaway about this request. We have had several
interested parties in the last three years inquire about commercial property
near the high school. This tract is much more suitable than others. The
abundant undeveloped apartment land in the area'demonstrates no need for
additional rezoning on Welsh.
