RE: Rezoning Request for property at comer of Rock Prairie Road and Stonebrook Drive
Dear Mr. Gibson:
Staff will place your request on one of the May City Council Agenda's for consideration and direction.
This will give the staff an opportunity to contact the affected property owners asking them to initiate the
rezoning process, and request AP zoning in conformance with the land use plan approved in the East
Bypass Plan in late 2000. As staff mentioned when we met with you on March 12,2002, we will contact
the owner of the 1.41 acres immediately adjacent to your subdivision. In addition we will contact the
owner of the property-across the street that is being developed for a medical office, as well as the owner
of the small section of the Uvacek property adjacent to you that is currently zoned AO. It is the City's
preference that property owners initiate zone changes on their own property. However, if the owners are
not interested in rezoning to AP, we will bring your request before the City Council in May.

Dear Elected Officials:
The Wilshire Court HOA voted at its January 2002 annual meeting to
request that the City initiate rezoning of Lot H Section 7. At present the
property is zoned C-3 and is 1.41 acres in size with frontage on Rock Prairie
Rd. and Stonebrook Dr. This property is triangular in shape and the rear of
the property is adjacent to Wilshire HOA fully developed single family patio
homes which are separated from the C-3 by a wooden fence. Three homes,
which are adjacent to this property, are currently for sale.
We are requesting that the city initiate zoning the property to a less
intense use that will not allow for high traffic or high noisepusinesses and
that will not have nightime traffic or major lighting that woUld negatively
impact the single family homes that are adjacent to the property. We believe
that the new section of Rock Prairie Road will increase the use of the
Stonebrook entrance to the W oodcreek subdivision. Maintain in g the quality .
of life for the entire subdivision, as well as insuring an attractive Gateway to
our community is in the best interest of all our citizens.
Our neighbors on Stonebridge Court have the identical problem with the
property on the comer of Stone brook and'Rock Prairie Road that is adjacent
to them also C-3. It is 1.0 acre and referred to as section G. They do not
currently have a HOA, however we believe they will be supportive of this
request. There are currently 4 homes backing up to this commercial
property for sale.

RE: Proposed Meeting
Dear Mr. Gibson:
The City Council has asked staff to set up a meeting between representatives of the
Wilshire Village Homeowners Association and the owners of properties adjacent to
Wilshire Village and Rock Prairie Road.
In a previous letter from the City of College Station to the adjacent property
owners, Assistant City Manager Glenn Brown outlined the Wilshire Village residents'
desire to have the adjacent properties rezoned to Administrative Professional CAP).
Currently there is no consensus on the part of the adjacent property owners that
this action would be advantageous to them. This was reported to the City Council
and, after some discussion, they proposed a meeting of the parties.
Staff believes that a meeting would allow the you the chance to express the
Wilshire residents' concerns for the future development of the adjacent properties
while affording the property owners the chance to explain their intentions. This
forum might result in some compromise, or, at the very least, a better
understanding of the homeowners' concerns.

Dear Mr. Gibson:
Thank you for your letter earlier this month inquiring about a city initiated rezoning for
lots at the intersection of Stonebrook Drive and Rock Prairie Road. I believe the best
way to begin addressing this would be a meeting between the officers of your
homeowner's association and city staff In the meeting from staff would be a member of
development services, one of our attorneys, and myself. The purpose of the meeting is
to ensure we are referring to the same two lots. Also it would provide the opportunity to
discuss under what conditions a city initiated rezoning could take place, and the process
that would be involved.
If this approach would be acceptable, please give me three or four meeting times over the
next week or so that you and the other officers would be available.

Re: Rezoning of Property near the Intersection of Stonebrook and Rock Prairie
Dear Mr. Uvacek:
Recently, the Homeowner's Association (HOA) adjacent to the above-referenced
property, made a request to the College Station City Council that your property be
rezoned to an "Administrative Professional" ("AP") classification. Their request also
involved two adjacent properties. The current zoning on your property is "Agricultural
Open" ( AO), however a request could be made in the future to rezone the property for
commercial uses other than office/professional. The concern is those uses might be
incompatible with adjacent residential areas. The AP zone is the most appropriate zone
for such office and professional development.
For reasons described in this letter, the City of College Station believes rezoning of your
property from AO to AP would be advantageous to both you, and the City of College
Station, as well as the adjacent property owners. The first reason relates to the land use
plan for this section of College Station as designated in the East Bypass Small Area Plan,
adopted by the City Council in late 2000. This plan recommended your property be zoned
for neighborhood retail. This is a less intensive zone than general commercial.
Further, rezoning your property to AP at this time may be advantageous to you should
you decide to develop your property in the future. Typically, the process of commercial
development next to a residential area is a very tedious process for all involved.
However, rezoning your property to AP should preclude any potential adjacency issues
with your residential neighbors, thus, helping to ensure an amenable development
process.
Enclosed is list of permitted uses for AP zone. Although a request has been made to the
City that your property be rezoned to AP, the City prefers that any request for rezoning
be initiated by the property owner. We realize this would be contingent upon your
concurrence that the change in zoning would be advantageous to you. As an additional

associated with rezoning; if your request is made before August 1. 2002.

PURPOSE: This district is designed to
provide locations for commercial sites that
are too small for many permitted uses in the
General Commercial District. These are
moderately low traffic generators that have
little impact on adjacent areas and on
adjacent thoroughfares. (As amended by
