They are having a problem with tennants driving across the lawn in that area to get closer to Building 5 when they move furniture. I saw no need for a formal PRC, but wanted to make sure that no other departments had a problem with this proposal. I am guessing that only Engineering and Planning will have comments, but please let me know by Friday, January 31, if there are any other questions or concerns. Morgan, Asst to the City Engineer Sabine Kuenzel, Staff Planner DATE: RE: February 4, 1992 Double Tree Condominiums The management of Double Tree Condominiums asked staff if there would be any restrictions on the placement of a 10' wide gravel drive on their property. A memo was routed to all reviewing departments on January 28th and there were no comments received, with the exception of Planning and Engineering. The difficulty with the proposal as submitted is the paving surface and the layout of the facility. It will be a gravel drive, 10' wide, 90' long with no turn around at the end. The intent is to discourage parking and to provide the facility for residents to use solely when moving in and out of the apartments. Staff has discussed alternate paving materials (pavers, asphalt, concrete) with the applicant, however, they wish to pursue the gravel surface. The staff is concerned that the facility, although not intended for use as a "parking lot", it is an extension of the lot and may end up serving just that purpose. Because the Zoning Ordinance provides for temporary gravel lots to be considered by P&Z, and because this proposal is an extension of the parking lot staff is forwarding the site plan to P&Z. As provided in the Zoning Ordinance, the PRe may forward any site plan to the Planning & Zoning Commission for review and approval. Due to the surfacing requirements (disallowing gravel) in the Zoning Ordinance for parking facilities, staff felt it was appropriate to forward this request to the P & Z for their review and approval under section 9.F.
