TEXAS 77840 January 7, 1981 MEMORANDUM TO: Planning and Zoning Commission Don Martell FROM: Project Review Committee: ~~~ Al Mayo, Director of Planning ~ Elrey Ash, City Engineer Richard Maher, Chairman, P&Z Commission SUBJECT: Plan review - Brownstone Apartments (Southwest Parkway and Welsh Street) The P.R.C. met with Mr. Martell and his architect on Tuesday, January 6, 1981 to review the proposed site plan for the project. The P.R.C. recommends approval of the site plan with the following recommendations: 1) Dimension the front setback on Buildings 2, 12, 14, 24, 26, & 36. 2) Allow additional clearance between parking spaces at right angles to each other; for example, spaces 41 and 42. 3) The pavement material and edge treatment should be noted. 4) Small parking lots need a "back-out" space. 5) Fire hydrants should be shown, and fire lanes should be designated. 6) The Director of Public Works will have to approve the dumpster locations. 7) Screening should be required along Nevada Street. 8) Landscaping should be more detailed, possibly with a conceptual plan by the landscape architect. ,RECEIVED StY l /.~.f"'\. i+ i~v! File Note August 27, 1991 I received a call this morning from Mr. Patrick Lapaglia, Brown Stone Apartments, 696-9771, regarding a complaint he has about the weeds on the property adjacent to Brown Stone. Mr. Lapaglia said he had spoken to Wes and did not want to talk to him again because Wes said he had done everything he could within his authority. Wyndham Properties, who owns the vacant lot, does not keep it mowed. Mr. Lapaglia strongly feels that the City should mow the property, including the drainage ditch, if Wyndham is not going to. Wes has contracted the job out and had the property mowed, with the exception of the ditch. Wes told Mr. Lapaglia and me that having the contractor mow the ditch would be dangerous to him and would cause the banks to erode. Mr. Lapaglia argued that if the correct equipment was used it would be a simple job. Mr. Lapaglia said debris flows through the ditch and clogs the culverts and then when it rains, it floods over the drive to Brown Stone. He then said the flooding damages the surface of his parking lot and the heavy sanitation trucks cause further damage. Mr. Lapaglia said he has had to have the drive resurfaced a couple of times because (he says) of the flooding. I discussed the situation with Ron and he asked that I turn it over to Tom. Tom in turn asked Elrey to call Mr. Lapaglia. I called Elrey 8/29 and asked him if he had spoken to Mr. Lapaglia. He said he had and he agrees with Wes that there is not much more the City can do. He said he is checking into the situation further and will let me know what he finds out. After speaking with Elrey, Mr. Lapaglia phoned again. He asked to speak to Tom. I took a message and told Mr. Lapaglia I would ask Tom to call him. I am leaving it in Tom's hands at this point. /sl cc: Ron Ragland Tom BrymerJ Elrey Ash 17 Jo,Jr September 24, 1991 !IID mA1F~ Mr. Patrick Lapaglin Brownstone Apartment Management 603 Southwest Parkway College Station, TX 77840 Dear Mr. Lapaglin: City staff has examined your concern regarding the vacant Wyndham property adjoining the Brownstone Apartments to the west and the drainage channel which separates the two. It is apparent that, in its current condition, the drainage channel in question. needs to be improved to adequately serve its purpose. It can also be presumed that if the drainage channel and the adjoining Wyndham property were brought to a manageable condition (Le. removal of heavy brush and thick weeds) it would serve to deter criminal activity in the area. City staff agrees that there is work which can be done which would serve to benefit both the interests of the City and the owners of the Brownstone Apartments. The project which is recommended would consist of clearing out the drainage channel and the removal of existing obstructions. Grass seed would be planted and erosion matt used to minimize deterioration of the channel. In addition, the channel would be sloped in such a way as to allow for routine maintenance. In accord with your initial conversations with staff the City would be willing to undertake this project if the Brownstone Apartment management would agree to provide for regular maintenance of the drainage easement; assuring that its condition conforms to current College Station City Codes. . With regards to the weed and tall brush problem on the property adjacent to the Brownstone Apartments, the City will work with Wyndham Properties (the current owner) to get and keep it in a managed condition. City staff appreciates your concern in regards to the problems you have brought to our attention. I hope that the solution I have suggested addresses all of your concerns. The City takes a great deal of pride in the quality of service it is able to provide to its residents. If you have any questions or problems with the terms outlined in this letter please do not hesitate to contact us.
