The property directly across PuryearSt.fromtnesubject. tract is the site
of a previously approved six lane drive-through banki.ng facility. The Traffic
Engineer was a'dvJsed of thi's proposal for inclusion in his projections.
This property, if left at the R...6classification could be developed as a small
apartment complex, Development at 24 units/acre would result in 15 units.

The proposal for the use of this tract for a commercial use is not out of
character with the area~ This corner could not be easily developed as a part
of the exi.sting apartments on Block D because of the drainage easement. The
C-l zoning as requested includes a number of permitted uses which could be
incompatible with the adjacent residential (apartment) uses. This potential
problem is offset by two factors:
(1) The location of the drainage easement, combined with the City's
screen-fence requirements, provides a buffer between the two uses.
(2) The City's site plan approval process can be utilized to help assure
development of this corner is compatible with adjacent development.
Additionally, it should be remembered that apartments are frequently placed
adjacent to commercial development, often as a buffer. The adverse impacts
upon the apartments resulting from on-site circulatlon'for a commercial use on
this tract should bel.~!)!)<Fb9nthe impact of traffic at theKyle-Puryear...
