Project Review for Application for Conditional Use Permit:
Montessori School and Day Care Center
The Project Review Committee met on Tuesday, September 26, 1978, with the ap-
plicant's real estate agent and Larry Wells, the site planner. The project
is located on the east side of Texas Avenue approximately 233 feet south of
Morgan1s Lan~. The plans are to use the existing residence for an initial
enrollment of about 17 children. The plans for the future, however, are to
enlarge the facility to an unknown number. Obviously, when the s;'t~ ;s 2..5
acres in size, the ultimate facility could be very large.
,The P. R. C. cannot recommend thls project for approval under any condition.
We strongly recommend that you take a look at the s;'te before the meeting.
The house i' ston closepto the street. It willbedfffi'cult to ,tnsure the
safety of children that close to Texas Avenue. The volume of traffic at that
point is considerable, and the speed limit is 55 mtlesperhour. Texas Ave-
nue narrows in width directly in front of this tract. The'tract is also
slightly over a high spot at theF.M. 2818 intersection. Sight distance is
not very good, especi'a lly considering 'thetrafflc speed. There are not many
places in College Station on Texas Avenue where left turn maneuvers would be
more hazardous. We could go tnto a discussion here of alternative parking,
c i rcula ticn, andaccesspl ans, but the problem ofatraffi'c genera tor at thi s
point on Texas Avenue overrtdes all of these. Funding ava ;;1 abil ity from the
State to wtden Texas Avenue;n thi's areai's presently uncertain lp Until this
can be done to provide a safe left turn lane, no project that generates traf-
ficshould be allowed.

Dear Dr. Haji:
On October 5, 1978, the College Station Planni'ngand Zoning Commis-
sion considered your request for a Conditional Use Permit for a day
care center on Texas Avenue, on Lot 168, LakeviewAcres. Basically,
the reason given for refusing the permit was that the site is a poor
location for a day care~center. There is no way at present to pro-,
vide a left turn lane on' Texas Avenue. The traffic volume and speed
in that area is not conducive taa use of this type. If you have
any questions, please contact me.
