Dear Gent 1em.an:
Lot 1, Block 9, College Hills addition, at the corner of
Francis and Foster streets, now a vacant lot, was purc11ased
by my parents, Dr. and Mrs. Sidney O. Brown in 1947. The
deed restrmctions at that time allowed for a multiple
family dwelling. HO"J'ever, sometime in th.e 1950's th.is
property was rezoned to a single family status without the
knowlea.ge or consent of the. owners. This act greatly
decreased the value of the lot so that when it was put up
for sale only a pottion of its earlier value was offered.
Due tb the nature of its location n~ar the business area
(which had also been rezoned) and to the multiple family
units immediately across the street, this property was
deemed unsuitable for a single family unit by buyers. I
wouilid therefore like to construct a duplex of contemporary
design which has a square footage and general appearance
of a single family dwelling. It is planned to landscape
the lot in keepin~ with the neighborhood and to make the
maximum use of'the trees on the lot. This construction will
enhance the attractiveness of the neighborhood and, will
certainly be an improvement over the present vacant lot.
I would appreciate favorable consideration of this petition
by the Planning and Zoning Commission and by the City Council.
