The Bryan administration has asked us to allow them an opportunity to review the Aspen Street situation~ They"'have a copy of the plan proposed, but we have not yet heard from them. We will check with them to get a final approval on th,~;;jr:~sewage problem. The problems we stated were the problems we have been stating since the first P.R.C.. meeting on August 16, 1977; that is, overdevelopme~t of a poor site with drainage problems and a parking plan which will encourage on-street parking due to inconvenient space location. According to Mr. Jamail and his engineers, the plan can adequately handle the drainage with the parking lot being flooded at times. Mr. Jamail may present an alternative parking plan to relocate some spaces more conveniently to the units. We do realize that Mr. Jamail has financing problems with fewer units. The P.R.C. would probably approve the project with an improved parking plan if this can be worked out dimensionally. Also'~present \.vere Harry Davis (Fire ~larshall) and RickPleger (Urban Forester). The site plan poses serious problems and will probably need extensive design changes. The main problem is fire vehicle access and maneuverability. At 25.6 dwelling units per acre, the site is probably over developed, at least with the units shown. The' parking drive is a dead end. There must be provided a turnaround of at least 80 feet diameter, or the drive must return to another access point on Cherry Street. This is for fire vehicles, which require a minimum twenty (20) foot wide drive. The fire hydran"t on the interior of the site must be on the island for better access. Acc6rding to the ordinance, at least two fire hydrants with six inch lines will be needed to cover the site. One of these should be located at the entrance. Theparking drives must be designated as fire lanes. An engineering study will be needed to determine the flood flow in the ditch near the rear of the' site, especially in relation to adjacent properties. The buildings at the rear will, of course, have to be cert- fied to be above any flood elevations. The City will need a minimum fifteen (15) foot sewer easement on all existing lines. Line capacity must be checked and approved by t4e super- intendant of the Sewer and Water Department. The developer may need to check with the City of Bryan to see if there are any problems with taps on their lines serving. this area. The parking areas on Cherry Street should be eliminated. Islands s110uld be added in the parking lots to break up the long .rows of spaces. Unless the developer can find another suitable alternative, he will probably have to eliminate a few units in the redesign of the site to meet all these criteria.
