Explain or give evidence of the following:
(1) The changed or changing conditions in the are~ or in the City making
this zone change necessary:
As a result of the development of the Post Oak Mall, additional retail
shopping areas become necessary in order to provide local tenants who
are not desirous of locating within the mall either because of higher
rents or more restrictive visibility or accessibility. The center
we are proposing will satisfy the needs for local tenants that the mall
does not.

The zone change is in accordance with the Comprehensive Plan; or if it
is not ,then why is th~ Plan incorrect?
This requested zone change is in accordance with the Comprehensive
Plan of College Station
(3)' All other reasons to support the zone change:
We are requesting a zoninq chanqe to C-3. This zone change does
not allow for restaurant usage. Accordingly. we are of the belief
that the center will not be.subiect to the hiqh traffic generation
