Dear Bridgett:
Please accept this document acknowledging and responding to your Memorandum dated
May 7, 2003 regarding the above referenced Development Permit.
I understand that Engineering (Spencer Thompson) had two comments: 1) A certification
that the design is reasonably safe from flooding in accordance with FEMA Technical
Bulletin 10-01, and 2) An elevation certificate for the structure.
With respect to the FEMA Technical Bulletin 10-01 and its suggested format for a
certification that the aforementioned development is reasonably safe from flooding,
please see attached.
Engineering's second comment "...An elevation certificate is required with this
structure..." is perplexing because I did not submit a structure. Please accept this
document acknowledging that any residential structure ever constructed on either of the
two proposed lots identified in the Final Plat submitted to your office for approval will
require an elevation certificate. At this point in the process, however, it is not possible to
provide an elevation certificate.

Dear Bridgette and Spencer:
Please find attached the revised Final Plat on Mylar format, 2 additional copies of the
revised Final Plat, and a `clouded' Final Plat indicating all changes not specifically
addressed by the City's correction memorandum dated April- 11, 2003. In Lieu of a digital
file on disk of the revised Final Plat, we emailed the digital file to nmanhart(&,ci.college-
station.tx.us on May 1, 2003.
As to the `clouded' Final Plat, our revisions fall in three broad categories: 1) Survey, 2)
General Notes, and 3) Owner. Survey modifications are very slight and were performed
to enhance the accuracy of closure and to adopt industry standard symbols in graphic
form for the type of point(s) located. As to the General Notes, Item No. 3 for point
description was no longer needed because a precise description of each point is on the
graphic depiction. General Note No. 5 was deleted because it is duplicative of data
included under "Curve Data." Finally, the "Owner" data was modified to reflect the
current owner in conformity with the Final Plat application. The ownership status is
scheduled to change (to me) on May 15, 2003 so long as I achieve Planning and Zoning
approval as a condition precedent.
The "Electrical" comments made by Mr. Ronnie Bolin are accepted.
I am prepared to pay the Parkland Dedication Fee, whether it is for one lot or two, at any
time you feel is appropriate. I am very concerned that we will miss yet a second Planning
and Zoning Commission approval opportunity due to the fact that the Parkland
Dedication Committee is not going to meet until after the Planning and Zoning
Committee meeting (May 9, 2003 and May 13, 2003, respectively). Please allow me

Final Plat

Dear Bridgette and Spencer:
Thank you for visiting with me this morning regarding the above referenced Special
Development Permit and Final Plat.
Memorializing my understanding of our discussion, there will not be a formal
determination re: Parkland Dedication until May 13, 2003. I further understand that the
recommendation from your office(s) will be to impose the Parkland Dedication Fee for
both of the proposed lots contemplated by my Final Plat and my Special Development
Plans. Since the deadline for submitting the Final Plat is May 5, 2003, yet I will not hear
from the Parkland Dedication Committee until May 13, 2003, I intend to submit my Final
Plat on May 5, 2003 with the understanding that I will pay the Parkland Dedication Fee
once the Parkland Dedication Committee has approved.
Meanwhile, I am submitting herewith three (3) copies of my construction plans and
copies of my NOI application and associated fees (there is an electronic glitch doing so
online, so I am going manual). As to Spencer's comments of April 8 (which was not
faxed to me until April 23), please accept the following explanation(s):
• Existing and proposed grading plan. Attached. The existing grades are taken via
aerial topography, so slight field confirmation and correction may be necessary.
• Erosion Control Plan. The SWP3 that I developed in association with the NOI is
an extensive document addressing erosion control and site containment. Other
than that, I have indicated on the Site Development Plan the proposed locations
for silt fence, access, residence location, etc.
Stabilized Construction Exit. A stabilized construction exit, composed of 3-inch
aggregate 20' x 50' is already in place. I intend to utilize this stabilized
construction exit until various utilities improvements are completed, at which
point I intend to install a driveway access consistent with the Final Plat and City
of College Station Standards.
NOI. Due to the online application errors mentioned above, I have applied via
First Class Mail (April 22, 2003) and have attached copies of the Application and
Payment.
I hope this information is complete and thorough. I am most concerned about the impact
that the Parkland Dedication Committee Meeting (May 13) may have on the processing
of my Final Plat presentation (May 9). Please allow me any opportunity to participate in
facilitating this process wherever I may be of assistance because I am most eager to
formalize the Plat.
