A-P zoning is considered to be compatible with residentia l uses and is often used as a
buffer between higher intens ity commercial and residential uses.
Staff concerns with respect to this request include:

Ladies and Gentlemen:
This letter is to place on the record our concern regarding certain aspects
of the rezoning of property (Part of Lot 30 and Lots 31 and 32, Block 9,
West Park Addition) n~xt to the Unitarian Fellowship on Wellborn Road. Our
major point of contention is the seeming lack of overall plan which would
describe how the site will interface with the surrounding properties.
At the recent Planning and Zoning Commission hearing, it was evident that
the purchaser of the Subject Property does not have an accurate picture of
the exact location of the adjoining property lines (see attached plat).
Also, we feel -that there exists a false impression regarding the number
of parking spaces that the site can provide as well as the number of cars
to be generated by the proposed use of the property as a dan ce studib.
For example, data given on the number of students in a class was taken
from the size of between-semester cl asses as opposed to the ·she .cif tlasS:es
-during peak enrollment.
As ordinary citizens we do not fully understand the rezoning procedure . We
were taken by surprise by the Planning and Zoning Commission's recommenda-
tion in favor of spot zoning. This seem~ quite inconsistent with the Council's
professed commitment to stick to the Master Plan and to consider zoning
changes only in the context of overall land use and traffic patterns .
To avoid any future problems, we request that if the Subject Property is
rezoned, then the Unitarian Fellowship be notified when the site plan and
building permit applications are made so that we can review the accuracy
of the use plan in relationship to the attached plat. This will insure that
an effort is made in advance to work out. traffic and pa rkiag. :n:ob lems.

A-P zoning is considered to be compatible with residential uses and is often used as a
buffer between residential uses and higher intensity commercial uses (such as Railroad,
industrial area to the west).
Staff unable to support this request due to the following reasons:
l. Requested zoning does not comply with Plan with respect to location for commercial
development along F.M. 2154.
2. No need for A-P zoning in this area has been identified; vacant A-P, C-1, C-N tracts
are located in areas reflected as commercial on Plan; vacant C-N area located 300 ft .
north of subject tract.
3. Possible precedent that might be established for development/redevelopment of other
small lots along F.M. 2154. This is the fourth (4th) request for small area rezoning
or use permit in ·the West Park area in the past three (3) years. A thorough study
and land use proposal for this West Park area would help avoid problems associated
with piecemeal rezoning/redevelopment of this area.
P&Z ACTION:
On May 19, 1983 the Planning and Zoning Commission recommended approval of this request
by a vote of 6-1.

Wellborn Road and Grove, adjacent to our property which we · use for
worship and religious education.
Because ours is a con~egational society, we are unable to ..
reacjl a decision on whether or not to agree to a proposed change
affecting our p-r-operty without a congregational meeting. Such a 1
meeti~g requires 14 days written notice to our 118 members, a s
stated in our bylaws.

Ladies and Gentlemen:
This letter is to place on the record our concern regarding certain aspects
of the rezoning of property (Part of Lot 30 and Lots 31 and 32, Block 9,
West Park Addition) n~xt to the Unitarian Fellowship on Wellborn Road. Our
major point of contention is the seeming lack of overall plan which would
describe how the site will interface with the surrounding properties.
At the recent Planning and Zoning Commission hearing, it was evident that
the purchaser of the Subject Property does not have an accurate picture of
the exact location of the adjoining property lines (see attached plat).
Also, we feel -that there exists a false impression regarding the number
of parking spaces that the site can provide as well as the number of cars
to be generated by the proposed use of the property as a dance studib.
For example, data given on the number of students in a class was taken
from the size of between-semester cl asses as opposed to the ·size .Q'f dasS:es
-during peak enrollment.
As ordinary citi-zens we do not fully understand the rezoning procedure. We
were taken by surprise by the Planning and Zoning Commission's recommenda-
tion in favor of spot zoning. This seem~ quite inconsistent with the Council's
professed commitment to stick to the Master Plan and to consider zoning
changes only in the context of overall land use and traffic patterns .
To avoid any future problems, we request that if the Subject Property is
rezoned, then the Unitarian Fellowship be notified when the site plan and
buildin_g permit applications are made so that we can review the accuracy
of the use plan in relationship to the attached plat. This will insure that
an effort is made in advance to work out traffic and .par:king .13roblems.
