It is my understanding t at an enforceable agreement
providing for the relocat'on of a curb cut and entrance
to the referenced project is desired.
If the engineering departm nt has approved or will
approve the requested location, and if the commission
is satisfied with the tempo ary location, I am
satisfied that we can prepare an enforceable agreement
requiring the relocation of the access point at the
time of development of adjacent property.
I suggest that the commission instruct the staff as to
its particular expectations, and have the planning
staff refer those suggestions to me for preparation of
the agreement behalf of the city.

SUBJECT: Parking Lot Plan -Mission Car Wash & Western Auto -84-403
The PRC met on this date to review the above mentioned project, and is unable
to recommend approval due to the ·fact that the southern most curb cut does not
have the approval of the City -Engineer. He has stated that he cannot give
his approval because this curb cut does not meet the requirements set up by -
the approved Comprehensive Plan; 1 ,e., a distance of 500 feet has not been
maintained between this propo?ed curb cut and the one just to the north on
the same property.
It has been suggested In this 'meeting that the Developer set up a meeting
with the City Manager, the City Attorney and the City Engineer to address
the ''temporary curb cut" which has been proposed by the Developer, as we 11
as deceleration lanes and shared access.
After the issue of the ~outhern most curb ~~t rs· resolVed, the PRC recommends
~pproval of the site plan with the following conditions:*

Show t~e type and size of trees and shrubs and the type and application
of the groundcover.
Show existing util !ties on the site plan. A 20 ft. utility easement is
required along the rear and the southern boundary of this property.
There is no sanitary sewer to this tract; therefore, construction plans
for water and sewer must be approved prior to Issuance of a building permit.
One 6 cubic yard dumpster on a 12'x 12' pad ls required. Location shown on
site plan Is acceptable ,
This plan will not be forwa i ded to the Planning and Z~ning Commission for ap~roval
