A Presubmission Conference was held on this date to review the above men-
tioned plat, and staff recommends approval with the following conditions:'':
1. Show R.O.W. widths.
2. Include curve data.
3. Indicate lot dimensions,
4. Change Lots 11 & 12 to ''llR & 12R11 •
*Any changes to an approved plat must be cleared through the off ice of
the Director of Planning,

RE: Paving and Drainage Plans for Oak Lake Estates Subdivision
Dear Don:
I have again reviewed the above plans and reiterate the following corrments
made earlier after my first review:
1.A. The stonn drainage pipes appear to be too small to accorrmodate
the five year design stonn required in Section 8-P of the Subdivision Regulations,
Ordinance No. 690. The City requires a minimum 24" diameter for all stonnwater
piping. Please sul:Jni t the drainage calculations you used to determine the
size of your stonnwater culverts for my consideration. How will backwater
caused by the restricted drainage channels affect upstream properties? How
will the velocity of the water exiting the pipes be dissapated to prevent
erosion at the discharge end?
2.A. The current policy standard for rural minor street cross-section
configuration requires 4 ft. shoulders on each side and an all weather surface.
The current ordinance requires 10 ft. wide shoulders on each side with a two
course inverted penetration surface as a minimum. I have waived the 10 ft.
shoulder requirement, however a minimum shoulder of 4 ft. is required to protect
the edge of the roadway and provide some minimal space for parking.
The following comnents must also be addressed:
1.B. The drainage easements at the ends of your culvert locations,
required to provide construction and maintenance space, must be shown on the
plat to be of any value to the public entity responsible for their maintenance.
2. B. The longitudinal slope you are showing along your roadway from
11+0 to near 15+0 and 40+0 to near 43+0 are much below the minimum 0. 4 per-
cent permitted by the subdivision ordinance. I can only assume that your
ditch grades are fol lowing a similar slope in which case the water wi 11 not
flow but will stand in the ditches and become a maintenance problem. I cannot
evaluate this situation, nor can a contractor build it without street cross-
sections being a part of the contract documents.
3.8. The typical cross-section you are showing apparently has no crown
in it. City streets carry a minimum two percent (2%) crown. I recorrmend
you consider a little more · than that for rural situations, say two and one-
hal f percent (2.5%) to three percent (3%).
4.8 The culvert configuration you are showing at Station 14+50 and
Section C-C will cause considerable problems. The super critical slope you
show on the upper end will not increase the pipes carrying capacity. It will
only cause backwater and partical sediment on the flat portion of the pipe,
thereby greatly restricting the pipes capacity to carry any water. I recorrmend
you consider a drop structure on the upstream end if necessary but do not
break slope midway through the pipe.
5 .A. How do you intend to stabilize the side slopes of your cuts and
fills that are greater than six percent (6%)? As evidenced fran the attempt
of the SDHPT along State Highway 6 near Hearne, seeding alone will not hold
on a slope as flat as 6 to 1. If seeding does not stay, the ditches will
soon fill in and the roadway will deteriorate from lack of drainage.
Items 1.A., 2.A., 1.8. and 4.8 must be revised before I can approve these
drawings for construction of a public street.

Dear Don:
Since the street project you have submitted serves less than twenty-four
residential units it is considered a residential street and must comply with
the geometric standards of the subdivision ordinance of this City for such a
street. The utility easements and lot line numbers must be added to the plan
and profile sheets for clarity. Headwall details are required for pipe
crossings. I suggest your engineer draw up street/cross sections at the ends
of the cross pipes to help get a feel for the severity of the side slopes and
how the headwalls match in. If corrogated metal pipe is used for cross pipe
drainage, care should be taken with the backfill materials and the material
the pipe sits on. Drainage pipe should have a fifty year service life. In
our soils typically with resistivities from 500 to 1,000 ohm-cm. and ph values
from 5.8 to 6.8, the minimum thickness of pipe should be 10 gauge unless
protective coatings are used to increase the service life and decrease the
thickness.
There is a very large error margin between the elevations you submitted as
contours on the preliminary plat and those shown on the profile, as much as 15
feet in one area near station 15. That magnitude of difference is not within
reasonable limits and should be staunchly avoided on future submittals .
I have returned the marked-up street project drawings. Please correct the
problems I have outlined as well as those marked in red on the drawings and
return the revised set as well as the marked up set to my office for reconsideration.
