HomeMy WebLinkAboutParking Lot Plan Southwest PlaceMr. Skibel 5430 LBJ Freeway Suite 1600 Dallas, TX 75250 Dear Mr. Skibel: As requested, I am writing to explain the City's landscaping requirements as they relate to your property located at Southwest Parkway and Texas Avenue. Your total landscape point requirements equal 1226. Of these points, at least half (600) need to be in canopy trees. One canopy tree will give you 75 points, for a total needed on the subject property of 8 canopy trees. The remaining 626 points can be either more canopy trees, non-canopy trees, or shrubs. The current site plan shows that 14 crepe myrtles (considered non-canopy trees worth 40 points apiece) will be planted for a total of 560 points. To meet the canopy tree requirements, 5 water oaks and 4 bald cypress were planned for a total of 675 points. The grand total is therefore 1235 points and would meet the requirement. Inspection of the site revealed the following: 6 healthy water oaks -one extra O bald cypress -need 3 or 3 of another type of canopy tree (because of extra water oak, 4 will not be required) 4 healthy crepe myrtles -need 10 more non-canopy tree or 40 shrubs In short, of the required 1226 points, the site is short 691 points, 225 of which need to be canopy trees. As you will note, #3. on page 2 references the rights of involved parties to apply for a variance from the conditions of the agreement. Therefore, I have included an application form for variance requests before the Zoning Board of Adjustment. Please read the instructions carefully iand note the deadline dates on .th~ last page. Note also that the City's Tax Office requires at least 2 days notice prior to the deadline to prepare the required list of property owners for your application. You must complete page 1. and the second page 2. relative to sign variance requests. The first page 2 and pages 3 and 4 do not require your attention. As you prepare this application feel free to call me if you have questions. I do not make a recommendation to the Zoning Board, but only present the facts in a written staff report. It is your burden of proof to establish the facts before the Board to justify your variance request. We will not file the plat without that note if the Council approves it that way. At the plan review before the Project Review Committee, all parties present agreed to no signage, and an appropriate note is part of the approved plan . The developer is Mr , Jerry Skibell of Dallas . The architect we have dealt with is Tom Caffall. Lot 2A-3 is planned for a doughnut restaurant, and Lot 2A-4 is a typical strip center anchored by a convenience store. The site plan was approved conditionally by the P.R.C. on March 7, 1984. A revised copy we received on March 30, 1984, reflects all the conditions except one. Included is a copy of the P.R .C. report. Please note item (4) regarding an ''approved, signed Development Agreement", which would prohibit detached signs .on these two lots or any future resub- division of these two lots. The developer has agreed to this. Please draft an appropriate development agreement to be filed for record. Mr. Caffall tells me they would like to accomplish this within two (2) weeks if possible because they project to be applying for a building permit about that soon.
