The price is based on the Brazos County Appraisal District valuation, plus 25%. In my capacity as the City's Land Agent, I do not have the authority to make a final decision for the purchase of properties. However, if the basic terms of the transaction as outlined below are acceptable to you, they will be presented to the City Council and staff will request its approval. Pending Council's approval, a real estate contract will be delivered to you for acceptance. He is concerned about large discrepancies in what we pay per acre for his site and what we might pay for others. We discussed land values, appraisals, the greenways program, etc. I asked him to come up with a price that he felt was equitable and present it to us. He will get back to me in a day or two. He is very cooperative and wants to work with the City. Kristan/Mr. McCullough 7/16/04 Mr. McCullough called Kristan. He feels their property is worth-$3/SF ($130,680/ac). Kristan will meet with Mark A on Monday to discuss this price and determine if we will seek an appraisal. Mr. McCullough asked Kristan if he can have any input as to the appraiser we select. Kristan let him know that we usually use John Hamilton, but that I would ask that question. Also, let him know that if we can't agree on an appraisal, he is free to offer a counter. I Agenda Item Cover Sheet I Agenda Item #11.5 Regular Item x Consent Item Workshop Item Item Submitted By: Mark McAuliffe, Land Agent ugust 23, 2001 City Manager Approval: Item: Presentation, discussion and possible action approving a Resolution Determining Need for real property needed for the City Center Project. City Center Land Acquisition Project GG-0002 Item Summary: The City Center Ad Hoc Committee along with City staff recommend that the proposed City Center Project be located on the property that lies between Texas Avenue and the East Bypass, and Krenek Tap Road and Harvey Mitchetl Parkway South. It is also recommended that a new City Hall be located on this land in the future. The City currently owns much of the land in this area including Central Park, the recently purchased Freeman tract, and properties on which the OTIS, Police and Public Works facilities are located. City staff has spent a considerable amount of time to negotiate the purchase of a 95.42 acre tract of land located on the south side of Krenek Tap Road, the west side of SH 6 Bypass and the north side of Bee Creek. Negotiations for the entire property have been futile. At this time, staff would like to proceed with the negotiation of a smaller parcel out of the previously mentioned 95.42 acre tract. The property Is to be used for the City Hall complex and other municipal purposes. The needed property is approximately 31.3 acres of land located on the south side of Krenek Tap Road, the east side of the Dartmouth Drive right-of-way (proposed roadway) and the west side of Central Park. Item Background: In 1996 the City Council and City Staff recognized the need to begin planning for the construction of a new City Hall to meet the needs of the rapidly growing community. During the same year, Staff met and, following the Council's Strategic Issue 19, Priority 19 (1996 Strategic Plan), began development of a City Center with consolidated office and park development. In 1998, the Capital Improvement Planning Committee recommended to CouncH that the City move forward with planning the City Center. In September 1999, Council appointed the City Center Planning Ad Hoc Committee to work on developing a master plan for the City Center site. In March 2000, a consultant was hired to develop a site master plan. The Ad Hoc Committee worked in conjunction with Brinkley-Sargent Architectural Consulting Firm in the development of a conceptual plan for City Center. The Oty Center conceptual plan depicts an area of the City where a person can work, shop and play with all facilities within walking distance of one another. It Is envisioned that the Oty Center would act as a "downtown" for College Station with City Hall being the anchor element of the new development. In December, 2000, staff presented a conceptual plan and the City Center Ad Hoc addressed the City Council with recommendations. The cost projections are being developed at this time. As noted, negotiations for purchase of the 95.42 acre tract have not been successful. However, as there is a pressing need for development of the City Hall complex, staff is requesting permission to begin acquisition on a smaller tract out of the whole property. Budgetary and Financial Summary: In the 1998 Bond Authorization Election (Proposition #4), $1,560,000 in General Obligation bonds was approved for use in Future Municipal Office Center Land Acquisition. Of the $1,560,000, $780,000 fs budgeted In FY 01, and $780,000 Is budgeted in FY 02 for this project. Staff Recommendation: Staff recommends that Council approve the Resolution and authorize the Mayor to sign the document. Council Action Options: 1. Approve the Resolution. 2. WHEREAS, it is necessary to establish procedures for determining the establishment and approval of just compensation for each of the parcels in which to acquire fee simple interest for the City Center Project; and WHEREAS, there may be improvements located on some of the real property in which fee simple interest is acquired for this City Center Project, and such improvements may be required to be moved or demolished prior to the beginning of the Project; NOW THEREFORE BE IT RESOLVED by the City Council of the City of College Station, Texas: PART I: That the City Council of the City of College Station, Texas, hereby officially determines that there is a public necessity for the City Center Project and the public welfare and convenience will be served by the acquisition of fee simple interest in a 31.3 acre (more or less) tract or parcel of land out of a 95.42 acre tract as part of the City Center Project. Said 31.3 acre tract described in Exhibit "A", which is attached hereto and made a part hereof for all purposes. The purpose of the City Center Project is to provide support sites for the proposed City Hall and other municipal and government buildings; right-of- way for streets, transportation and utility corridors; and public open space and recreational areas. PART 2: That the City Manager is hereby authorized to contract, on behalf of the City of College Station, with a professional surveyor for surveying services, with a professional appraiser for the appraisal services, with a professional real estate agent to act as a land agent for the City and with attorneys for preparation of title opinions needed by the City from time to time in connection with acquisition of a fee simple interest in property for the City Center Project. PART 3: That the City's Land Agent or other staff appraiser is hereby authorized and directed to examine the independent appraisal reports as they are submitted to the City to determine whether said appraisal reports are supported by sufficient data. Based upon such examination of said appraisal reports, the Land Agent or other appraiser shall make a recommendation to the City Manager as to the establishment and approval of the amount of the just compensation for a fee simple interest in said parcels. PART 6: That the Mayor after approval by City Council or, if the purchase price is less than $50,000.00, the City Manager is hereby authorized to execute all documents necessary to acquire a fee simple interest in each of the parcels needed for said City Hall Project, on behalf of the City of College Station. PART 7: That the City Manager be and is hereby authorized to sell any such surplus improvements, or order the demolition thereof, if any, located on the real property acquired in connection with this Project. Tom told me last week that he wants to have offers on the table for the propeties on the south side of the creek (north side of FM 2818) before next week's P&Z meeting. I've done some calling and visiting with a few of the owners and have this to report: 1. James Ford -2 Tracts -1.5 acres and 22 acres along the creek -both sides of Dartmouth. I have made several calls to his home in Horseshoe Bay, but he has not returned them. Will give him another call this week. He is retired and may be on vacation. 2. Dan/Susan Clancy (Fain McDougal is theer Broker) -9.88 acres @ the comer of SH 6 and FM 2818 - Called Fain last week. Spoke w/ him Saturday morning. He has the property listed for $6.00 I SF. $2,582,000 (chump change) 3. Bertrand(???) (McDougal has the listing) triangle next to Clancy. -1 acre for same price as Clancy- $6 /SF. -$261,360 4. McCulloch -3.3 acres -Kristan to handle this one. I don't have a good idea about it's value. 5. SKS (LA Ford's daughter) -4.8 acres -Fain told me the price was $600,000, which amounts to $2.87 I SF. Kristin was going to contact the owner, and would recomend that she do so, since I don't know that Fain has a listing. 6. Spoke w/ his lawyer last week, and he seemed to be on the ball. Glenn, I can make verbal offers on the "McDougal" parcels, if that is what you wish, but do not have a handle on it's value.
