Purpose and Mission
The intent of the Bicycle, Pedestrian and Greenways Master Plan is to provide
information and guidance on bicycle, pedestrian and greenway facilities in the City of
College Station. The goal in combining master plans is to add res s b·icycle and
pedestrian needs in a comprehensive manner to achieve multi-modal transportation,
connectivity, recreation , healthy living and environmental protection. Each facility type
will be planned for as a distinct facility type as well as collectively to achieve these
goals .~
Situation Analysis
This plan will build on previous recommendations and policies outlined in existing
adopted plans including the Bikeway and Pedestrian Master Plan (2002) and the
Greenways Master Plan (1999). As a part of the planning process, a staff resource team
will help guide this effort. Citizen engagement will include a te ni al ask force
communit meetin sand focus grou s with ke stakeholders Upon completion, it will
be adopted as a section of the City's Comprehensive Plan Update which is currently

What is it about our City that made you decide to live here and call College Station your home? Stop and
think about this for a moment. Was it the sense of community you felt the first time you were here? The
economic opportunities or the leisure or cultural activities? Whatever the reasons, I would like to take
this opportunity to let you know that we need your help in making our City an even better place to live.
The City of College Station is developing a new Bicycle, Pedestrian and Greenways Plan and I would like
to invite you to come and participate in the planning process. We need you to provide your suggestions,
ideas, and input on what we can do to make our biking and walking facilities and greenways system
even better. We currently have many methods to accommodate biking and walking including bike lanes,
bike routes, multi-use paths, and sidewalks.
The first community meeting will be held Tuesday, February 24th, at 6:30 pm at the College Station
Conference Center located at 1300 George Bush Drive, in room 127. We are planning to hold a second
meeting on May 19, at the same location and time, to solicit more ideas from the public. You can also go
to www.cstx.gov/hikeandbike and fill out our on-line questionnaire which we will use in the planning
process.
You see I believe that a community that provides its residents with a network of bicycle and pedestrian
facilities and greenways promotes healthy living, recreation, conservation of the natural environment
and economic stability; all of which make our City a wonderful place to live. It is amenities like these that
help attract new businesses and visitors to our City and improve our quality of life. They also help to
reduce traffic congestion and loss of open space, issues which are becoming concerns in our community
as College Station continues to grow over time.
The City of College Station has continually recognized the need to plan for an effective system of non-
motorized transportation. We have continually updated our plans so that we can offer you the best
possible opportunities for non-motorized transportation. The goal of this new Bicycle, Pedestrian and
Greenways Plan is to provide additional guidance in meeting the strategies related to bicycle and
pedestrian mobility and the greenways program set out in our Comprehensive Plan. With your help it
will reflect the desires of our residents and community leaders to improve mobility while being sensitive
to surrounding land uses and protective of environmental assets.
This new plan will combine the goals of two existing plans; the Greenways Master Plan that was adopted
in 1999, and the Bikeway and Pedestrian Master Plan which was adopted in 2002, and update those
ideas to guide the planning and implementation in the future. As part of this plan we will be looking at
how our system can provide opportunities to connect to our neighbors regionally, as well as how bicycle
and pedestrian facilities and greenways will be integrated into our Extraterritorial Jurisdiction (ETJ) as
we grow.
So again, I invite you to come and be a part of the planning process. This is our City, and I believe that

Planning for a more walkable and bikeable oriented city, while protecting open space and the unique
characteristics of an area, strengthens a community and enriches its quality of life. A network of bicycle
and pedestrian facil ities and greenways offers the benefits of a multi-modal transportation system,
healthy living, recreation, and conservation of the natural environment. The City of College Station
recognizes the need to plan for an effective and safe bicycle, pedestrian and greenways system as the
City continues to experience growth. The benefits can address concerns of traffic congestion, a
fluctuating economy, environmental degradation, and even the national health issue of obesity.

paths a II as signage and bicycle parking. A bike lane is e 1gnated part of the roadway with
stripped pave t markings used exclusively by bic !es. A bike route is a roadway that is shared by
both bicycles and m vehicles. Multi-use P. J; scan include a side path which is a wider sidewalk
parallel to a road or agree trail su s the Wolf Pen Creek trail system . Pedestrian facilities
include sidewalks, crosswalks, ra medians, signals and signage. Greenways are linear open space
corridors that follow natural f ures sue reeks and rivers and their floodplains or human-made
features such as utility, ~a or rail corridors. Gre s designated along creeks and rivers serve a
variety of function:Jpeluding managing floodplains, prate open space, creating wildlife and plant
habitats and im oving water quality. Paved and unpaved multi-use s within a greenway are
greenway t oil's. They can provide alternative transportation, recreation and benefits. Greenway
trails a r0 create connections to parks, neighborhoods, workplaces, schools, cultural an
and hopping centers.
